How to handle quickly inspections by customs when shipping hazardous goods in LCL by sea?

Recently, many customers have encountered inspections by commercial inspectors; I’m not sure what’s going on. As the year comes to an end, the rate of such inspections has indeed increased. Many of our clients have their factories in other locations, but the goods are shipped from Shanghai port. These are goods that require inspection; once the inspection report is available, it can be queried on the customs official website using the relevant account information. For inspection carried out in other locations, if the information can be found in Shanghai, then it’s not necessary to go through the inspection document replacement process; normal customs declaration is sufficient. If the inspection information cannot be found in Shanghai for inspections conducted elsewhere, then it’s necessary to go through the document replacement process. Once the replacement is completed, the information will be available on the website. However, sometimes it happens that even after the document has been replaced, the goods still need to be inspected by the authorities, who mainly check the shipping marks and production batch numbers. It’s not always necessary to put the goods into a container before inspection; they can be taken to a warehouse equipped with the necessary inspection facilities right away, so that an inspector can come and conduct the inspection. What documents are required for commercial inspection? Contracts A, invoices B, packing lists C, factory inspection certificates D, quality assurance documents E, reports on hazardous property classification and results of packaging performance tests F, usage evaluation reports, hazard labels (in both Chinese and English), safety data sheets (i.e., MSDS, in both Chinese and English), and other relevant documents must be submitted to the customs broker. The broker will then issue an inspection notice; with this notice, the shipping company can arrange for the containers to be stored in a hazardous materials warehouse. Once the containers are in the warehouse, the broker is notified, and an inspector from the quality control department is arranged to conduct an inspection at the Yangshan hazardous materials warehouse. Usually, it takes some time for the broker to arrange this, and the inspector arrives the next day. If the shipment is urgent, an expedited inspection can be arranged. Generally, imported containers are inspected in the morning, while exported containers are inspected in the afternoon. After the inspection, the relevant information is available, and the broker can proceed with the customs declaration process. At the same time, the shipping company is asked to provide a guarantee to the hazardous materials warehouse so that the warehouse can deliver the containers to the port. Information such as arrival, stacking, and loading can be obtained. After the ship sets sail, the bill of lading is usually issued within about two working days.
