If a dog is walked without a leash, which authority is responsible for supervision and enforcement?
If nothing goes wrong, no one cares; but once there’s a problem, lawsuits are filed and legal proceedings are initiated.
The urban management will take care of it, and the property management in our community will say the same thing; some mischief-makers (usually targeting small dogs, as they don’t dare target large ones) will do such things. It’s difficult to rely solely on self-discipline for such things; sometimes it might be more effective to have those who hate dogs provide guidance.
