On November 17, under the guidance of the Information and Communication Development Department of the Ministry of Industry and Information Technology, the China Internet Association and the China Academy of Information and Communications Technology organized eight leading cloud storage services—including Baidu Netdisk, Tencent MicroCloud, Tianyi Clouddisk, HeCaiCloud, Alibaba Clouddisk, Xunlei Clouddisk, 360 Security Clouddisk, and NetEase Clouddisk—to jointly sign the \"Self-Regulation Convention on Ensuring User Experience for Personal Cloud Storage Services\" (hereinafter referred to as the \"Convention\") in Beijing. They pledged to launch products that offer uniform upload/download speeds by 2021, thereby providing such equal-speed services to all types of users. Currently, the global digital economy is booming, with network information technologies such as the Internet, big data, and cloud computing seeing rapid innovation. Personal cloud storage services are gradually becoming one of the main applications for internet users in the digital economy era, offering broad prospects for development. As the market develops rapidly, issues such as excessive speed restrictions and misleading marketing in some personal cloud storage services have drawn significant attention from the public, prompting widespread concern across various sectors and becoming a bottleneck in efforts to improve internet speeds and reduce costs. Recently, the Ministry of Industry and Information Technology issued a notice on carrying out actions to improve the quality of information and communication services. It states that companies dealing with cloud storage services should optimize the way they present information regarding their products and services, clearly indicating details such as storage space, transmission speed, available features, and pricing, and must avoid any misleading marketing practices. Under the same network conditions, the minimum upload and download speeds provided to free users should ensure that basic downloading needs are met. It is stated that the Convention sets clear requirements in areas such as providing equal upload/download speed services, promoting innovation in technical products and business models, optimizing fee structures, regulating promotional activities, and ensuring accessible channels for inquiries and complaints. At the meeting, 8 cloud storage companies announced specific measures to implement the Convention. They pledged to launch products offering \"uniform upload/download speeds\" by 2021, providing such services to all types of users on an equal basis, thereby improving user experience and service quality, and making efforts to contribute to the healthy and orderly development of the personal cloud storage service industry. The Ministry of Industry and Information Technology stated that the signing of the Convention is not only a clear demonstration of cloud storage companies’ commitment to addressing users’ concerns, fulfilling their social responsibilities, and exercising self-discipline, but it is also a concrete step taken to overcome speed limitations and consolidate the achievements made in improving network speeds and reducing costs. It plays an important role in encouraging various market players to move beyond the existing, relatively limited models of development, to enhance innovation in technology, products, and business models, and to strengthen their core competitiveness and industrial value. The Ministry of Industry and Information Technology stated that in the next step, it will also guide relevant entities to, first, raise awareness and effectively protect users’ rights and interests. Focusing on the urgent needs, aspirations, and expectations of the general public, it balances the fulfillment of users’ basic service requirements with the sustainable development of enterprises, thereby continuously enhancing the public’s sense of gain, happiness, and security when using information services. Second, exercise strict self-discipline and ensure thorough and meticulous implementation. Establish a long-term working mechanism, improve complaint and supervision channels, and promptly disclose progress to the public to ensure that all the provisions of the convention are properly implemented, enforced, and promoted. Third, strengthen innovation to promote the healthy development of the industry. Actively transform the mode of development, give greater emphasis to technological innovation, make full use of network resources and adjust their allocation flexibly, reduce costs and increase efficiency, thereby boosting the momentum for industry development.
