What should be done when an employee repeatedly ignores advice?

A worker ignored safety warnings time and again; no matter how many times they were spoken to, they would not listen. Seeking convenience and speed, and since the work was paid per unit, they rushed to finish it so as to leave work early. It cannot be evaluated. When reported to their superiors, nothing was done; it had no effect, and they said to give up, as it’s difficult to find people for this position.
Talks can solve the problem; what’s the need for power? It’s clear who is responsible for this and who needs to resolve it. Leave issues that can’t be resolved to higher management to decide; pass the buck
It depends on the specific situation. If someone is not violating regulations, standards, or laws, and it’s merely a matter of their working habits, then it’s the other people who lack tolerance. If it involves violations of regulations, standards, and laws, it is a matter of the company’s management and oversight. There are no incompetent ordinary employees; only incompetent managers.
The interview is documented, and at the same time, a hazard notice or corresponding written feedback is sent to the employee’s supervisor, which requires signature for confirmation. Leave a record of one’s work; fulfill duties to avoid liability, and do so in order to protect oneself.
