(II) Construction of Chemical Safety Training Centers – Policy Guidelines** Policies regarding the improvement of vocational skills include Document No. 24 [2019] issued by the General Office of the State Council, which outlines the implementation plan for improving safety skills in high-risk industries; Document No. 107 [2019] issued by the Emergency Management Department, which provides a three-year action plan for improving safety standards in hazardous chemicals industries; Document No. 3 [2020] issued by the Safety Committee, which presents a five-year action plan for work-related injury prevention (2021–2025). Additionally, Document No. 90 [2020], jointly issued by eight departments under the Ministry of Human Resources and Social Security, announces the issuance of several documents. On April 20, 2021, the Emergency Management Department issued a notice regarding the issuance of these four documents, including: the “2021 Work Plan for Building a Network for Safety Training in Hazardous Chemicals Industries,” the “Guidelines for Ensuring That Key Personnel in Hazardous Chemicals Enterprises Meet Safety Standards (Trial Version),” the “Guidelines for Constructing Chemical Safety Training Centers (Trial Version),” and the “Guidelines for Developing Safety Training Facilities in Hazardous Chemicals Enterprises (Trial Version).” These documents clearly define the components, scope of application, basic concepts, construction principles, and objectives related to safety training facilities in hazardous chemicals enterprises, providing guidance and recommendations for their development.
