Is it really necessary to install a safety valve in an atmospheric deaerator?

Those who work with pressure vessels in power plants know that the operating pressure of atmospheric deaerators is generally 0.02 MPa, with an operating temperature of 104°C. In our designs, we include a water seal; however, many design firms or users insist on installing safety valves. The set pressure for such safety valves is usually 0.1 MPa. Therefore, I believe it’s unlikely that the operating pressure of atmospheric deaerators can reach this set pressure. Is it really necessary to install a safety valve in an atmospheric deaerator?
Our plant’s deaerator has a design pressure of 0.35 MPa, an operating pressure of 0.077 MPa, and an operating temperature of 116 degrees Celsius; it should also be classified as an atmospheric deaerator. However, the set pressure of the safety valve is 0.35 MPa; therefore, I recommend setting the tripping pressure of the safety valve at 0.098 MPa, and not registering the container as a pressure vessel. I’m not sure if it’s appropriate? Please offer some guidance and discuss it; thank you
Many sources state that in atmospheric deaerators, if a water seal is installed, it may not be necessary to have a safety valve, as the water seal also serves to protect the equipment. However, to ensure the safety of the equipment, both a water seal and a safety valve are installed together.
