A positive learning atmosphere has been established among all employees in the factory. II. Conduct thorough and meticulous safety inspections, with a focus on prevention. Safety inspections are an important means of ensuring safe production; their primary task is to identify and pinpoint various hazards and potential risks, and to urge corrective actions to be taken ; Oversee the implementation of various safety regulations and procedures ; Put an end to illegal instructions and improper operations. Safety inspections are mainly carried out from the following aspects: (1) Strengthening daily safety checks – routine inspections are conducted every day, regardless of weather conditions. Pay special attention to the key equipment and critical areas at the production site, as well as the sites where special operations are carried out. If any issues are identified during the inspection, relevant personnel should be notified immediately to make corrections on site. Those who are at fault should be criticized and educated right away, and penalties or other actions should be taken if necessary. By utilizing this “on-the-go” management approach, by going to the site in person and observing directly, the information obtained is timely, accurate, comprehensive, and detailed, enabling problems to be resolved promptly. The workshop is required to rectify the existing problems within a specified time frame, and departments and individuals who excel in safety management will be rewarded. In 2008, more than 100 safety hazards or risks were identified in total; these issues were classified and corresponding penalties and corrective actions were taken, thereby ensuring production safety effectively. Appropriate monitoring measures have been established for those that cannot be rectified in a timely manner. An analysis was conducted for each item, which effectively prevented safety accidents and created a positive atmosphere throughout the entire plant where everyone emphasized safety in all aspects of work. (3) Continuous internal safety inspections in the workshops are carried out; safety efforts will fail if they rely on just one person without the participation of all employees. Some potential hazards and signs of accidents, no matter how minor or hidden, often cannot escape the attention of the workers in the workshop; therefore, it is necessary to organize systematic safety self-inspection activities within the workshop. These inspections are carried out in three categories, and the problems identified, potential risks, and the status of corrective actions are reported to me on a regular basis, which effectively promotes safety management in the workshop: 1. Production line inspections: Each team leader organizes inspections of the workshop’s production lines after the daily shift meetings, using the production line inspection checklist and the routine equipment inspection sheets to examine each item; the focus is on the proper execution of processes, and the results of these inspections are submitted for review. 2. Weekly routine inspection summary: The safety officer conducts multiple inspections on a daily basis and keeps accurate records; the inspection items include the site environment, equipment cleanliness, unsafe behaviors of personnel, and unsafe conditions of equipment. For the items that require rectification, specific persons responsible for the corrections and exact completion dates must be identified, so as to ensure that inspections are effective and not merely a formality. Through inspections, many safety hazards were identified and eliminated, which played a positive role in promoting safe production. III. Implement safety standardization efforts to improve the level of safety management. Only by fully recognizing the importance of safety standardization, strengthening leadership, and assigning clear responsibilities can we truly achieve \"taking action before problems arise, addressing issues before they become chaotic, and preventing hazards before they occur.\" Through safety standardization efforts, illegal instructions, improper operations, and violations of labor discipline can be eliminated, transforming traditional post-incident handling into proactive prevention. Adhering strictly to the requirements of safety standardization in carrying out work has yielded good results. 1. Various practical and effective rules and regulations have been established. At the beginning of the year, our factory formulated management implementation regulations for Gangxi Oil Pipe Factory based on the actual circumstances, and strictly adhered to them. Quality reward and punishment regulations were established, thereby effectively raising the quality awareness among all employees. The job responsibilities, as well as the operating and maintenance procedures for the equipment in each position, have been improved. A leadership inspection team was established at the Hongxi Oil Pipe Factory; this team conducts inspections of various workshops and teams on a weekly basis. For any issues identified during these inspections, correction notices are issued to the respective teams, requiring them to make corrections within a specified time frame. After the corrections are made, an inspection is carried out to verify that they have been properly implemented. A leading group for the Hongxi Oil Pipeline Factory was established; group meetings were held promptly after documents were issued by the company’s branch to discuss and arrange various tasks. 2. Fire safety measures must be properly implemented: each workshop is equipped with the necessary number of fire extinguishers, and equipment and facilities required for emergency response to fires are available in key locations. To ensure fire safety in winter, our factory organized staff to remove all weeds within the facility during the National Day holiday, thereby eliminating potential fire hazards. Employees were organized to conduct a fire drill, which improved their ability to respond to emergencies and their proficiency in using fire-fighting equipment. 3. We carry out thorough traffic management efforts. For the three pipe-grabbing machines in our factory, our grassroots HSE inspection team conducts regular comprehensive inspections of the drivers and vehicles. Existing Problems and Shortcomings Safety production inherently possesses characteristics of long-term nature, complexity, difficulty, and recurrence. This determines that safety work is not a one-time task but an endless process. Through a series of promotional efforts and solid work, safety standards have improved to some extent, but there are still many shortcomings. 1. First and foremost, there is a lack of firmness in thinking; insufficient principle-based approach is taken when dealing with certain issues, and the level of commitment is not high enough. Management is not bold or thorough enough, which prevents some problems from being resolved effectively and completely. Safety measures are inadequate, as operations are not carried out in accordance with the correct procedures, scientific processes, and safety protocols. Moreover, inspections and rechecks are not conducted after each stage of work, thus creating potential hazards for safe production. 2. Secondly, I have a significant lack of knowledge in safety technology, and there are serious shortcomings in my approach to safety management. The work is not thorough enough, and supervision and inspection are inadequate; as a result, habitual violations and errors based on experience committed by employees are not detected and corrected in a timely manner. The phenomenon of employees violating safety regulations remains common, which all indicates that safety education and management are inadequate. In the future, it will be necessary to carry out targeted training and education through various means. In the coming new year, amid the favorable environment provided by the company and its subsidiaries, we will work harder, strengthen our political awareness and various types of knowledge, address the shortcomings in our work, and comprehensively improve the overall quality of all employees. Using the Job Hazard Analysis (JHA) method and the Safety Checklist (SCL) method, 42 environmental impact factors were evaluated ; 56 operational activities and 97 operational equipment were analyzed. With full participation and continuous improvement, hazard identification, risk assessment, and environmental impact identification and evaluation have been updated to guide safety work at various positions. 5. Incidents of violating safety regulations: Working in violation of rules, giving orders that violate regulations, and breaking labor discipline are major threats to safe production. The workshop has established a safety supervision and management network, ensuring continuous supervision 24/7 across all areas and at all levels, while also strengthening safety inspections during morning and evening shifts as well as on holidays. 7. Safety and environmental protection assessment and rewards/punishments: Everyone signs a safety target responsibility document; assessments are conducted on a monthly basis, with stronger rewards and punishments in place. Throughout the year, 28 people were rewarded a total of 220.00 units, while 16 persons were punished, resulting in a deduction of 425.00 units. Work management was strengthened; throughout the year, 259 hot work permits were issued, 38 permits for work at heights, 6 permits for groundwork, and 129 permits for maintenance work. There were 2 minor accidents throughout the year, including 1 case of injury to a person not at fault and 1 accident for which someone was at fault. 7. Environmental management: Waste oil generation is reduced through technical upgrades; oil separation barriers are installed in the workshop drains, oil contamination is collected on a daily basis, and wastewater is discharged in compliance with standards ; Strengthen the monitoring of the ammonia system to ensure complete absorption of gaseous ammonia and compliance with atmospheric standards ; Vibration and noise reduction measures are taken for industrial noise, and operators wear noise-canceling earplugs. 8. Occupational Health and Safety: The Law on the Prevention and Control of Occupational Diseases is fully implemented; operational procedures for occupational health and emergency response plans are established.
