Guidelines for Technical Exchanges in the Petrochemical and Natural Gas Sector in 2009: The year 2009 was designated as the year for technical exchanges in the petrochemical and natural gas sector, with all activities within this sector focused on deepening such exchanges. Adhering to the principles of respecting knowledge, valuing talent, and ensuring clear rewards and punishments, emphasis will be placed on the following key tasks. I. Carry out the activity of holding thematic discussions on collection topics (Topic 1: January). Each forum section is organized and implemented by its respective section moderator, with other moderators assisting in this task; it is required that each section conduct one thematic discussion per month. Questions or topics of general significance encountered during the design, construction, production, and research processes are widely sought out to facilitate in-depth thematic discussions. Providers of topics that are adopted receive 100-200 points as a reward; all replies to the discussions are given high scores, and those with a certain level of depth may be awarded an additional 10-100 points or 1-10 charm points. For particularly insightful discussions, special rewards will be given. This activity is linked to the bonuses for all moderators; for the sections that complete this task, in addition to the regular bonuses, each moderator will receive an additional 100 points as a special reward, while the section leaders will get an extra 200 points as a special reward ； For the sections that fail to complete this task that month, the current moderator will be replaced, the special award for the moderator will be revoked, and all moderators of that section will have 100 points deducted from their monthly bonuses. II. Gradually build a team of technical experts and organize specialized lectures or Q&A sessions. Adhering to the principle of preferring quality over quantity, various departments will gradually recruit a group of technical experts who will conduct specialized lectures or provide answers to specific questions. Higher scores should be given to topics that involve expert participation or to replies to discussion posts. For each specialized lecture or Q&A session held, an additional special award of 100–1000 points is granted on top of the regular score, depending on the number of participants and the quality of the interaction. The goal is simply to give more importance to posts that involve technical content and to recognize technical experts. The approved technical experts are supposed to hold a specialized lecture or Q&A session once every 1-2 months. The title of technical expert will be revoked if no special lectures or Q&A sessions are held for 3 consecutive months. III. Members are encouraged to carry out thematic discussions or Q&A sessions. Reference can be made to the requirements in points 1 and 2; ordinary members can also organize such discussions and Q&A sessions. For posts related to these activities, the relevant sections should give higher scores, and outstanding thematic posts will be rewarded. Outstanding members can be recommended as technical experts, and the recommender will receive 300 points for successfully recommending one technical expert. For special lectures and discussion posts, each section should focus on improving management, updating them promptly, and adding as many of them as possible as featured posts.
