My guess is that after drying, packaging was done while the temperature was still very high, which caused clumping. Generally, this reason can lead to caking during the production of caustic soda.
1 is caused by direct packaging at high temperatures, 2 is probably due to the presence of some crystalline water
Without a cooling process, the temperature becomes too high, which leads to moisture migration during storage. It tends to clump on the surface in the end.
