Is IGCC used in domestic refineries? Do people know which refineries are trying this?

The IGCC combined heat and power technology seems to be widely used in power companies, mainly for power generation. In refineries, since IGCC can also produce hydrogen, it plays a significant role in supplying utilities throughout the plant as well as in maintaining hydrogen balance; however, the high cost of implementation limits its use. Have any of the refineries you work at attempted to use this technology?
It is said that the newly built Fujian Refining and Chemical plant has this facility.

The 3# panj has been successfully operated for several months; from a technical perspective, there are no issues. However, there are still some issues with integration, such as the main controller not yet being put into use.

IGCC produces steam, hydrogen, and electricity; it seems that asphalt or something similar is used as the raw material, and the process is quite complex
