First, it is necessary to clarify which level of network diagram is intended Is it a milestone network diagram, a schedule node network diagram, or a project task network diagram? The milestone network diagram is prepared by the project manager or control manager. There’s no need to go into detail about the content, right? If it is a progress milestone network diagram, it should be prepared by the control engineer or control manager, based on the milestone network diagram and taking into account the actual progress of work. Typical engineering companies have corresponding documentation accumulated, which is determined based on past data and the composition of the project management team. If it is a single-network diagram, it should be prepared by the corresponding specialist manager: for example, the design plan is prepared by the relevant manager ; The procurement plan is formulated by the procurement manager ; The construction plan is prepared by the construction manager, and so on. Of course, it’s possible that there will also be more detailed network diagrams. For example, in the case of purchasing critical equipment, whose cost runs into tens of millions, it is of course necessary to focus on the key aspects: such as each quality control point, which should be reflected in a network diagram. However, network diagrams at this level are usually not of concern to project managers.
Network planning involves many aspects, such as: familiarity with the construction process, understanding of how different tasks are interconnected, time quotas, the resources and quality of construction equipment available to the contractor, the contractor’s technical capabilities and lifting capacity, the climate conditions at the site throughout the year (temperature ranges), a plan for breaking down construction costs, a schedule for completing the detailed design of the construction drawings, the timing of delivery of long-term-use equipment and materials, as well as extensive on-site construction experience. Then, using network planning techniques, all these factors are taken into account to develop a practical and feasible network plan.
