The drill rig winch in the hydrodesulfurization system for delayed coking should be classified as a lifting machine; do all your respective organizations manage it as special equipment? This relates to the issue of obtaining certification for special operations as a drill operator. Please talk about how you manage it
It should be managed as special equipment, and operators must obtain the necessary certification. Do not take risks for a small profit, otherwise the company will have to bear legal responsibility if problems arise.
Obtaining the necessary certifications for drillers to perform special tasks is indeed a challenging issue in our production process. Personally, I suggest that the certification required for drillers to operate cranes be obtained alongside the certification needed for operating overhead cranes; it would be best if these two roles were handled by the same team, with staff taking turns on these duties. This way, everyone will have the necessary certifications and be able to carry out their work
It should be treated as a special type of work. But here we treat it as a regular job, and the equipment department is extremely irresponsible
I’m not sure what level of authority the safety management department in your organization has. In our organization, we first issue a notice to the equipment department requiring them to address the identified hazards, setting a deadline for correction; if they fail to do so by that time, then penalties are imposed on the equipment department.
In our company, the safety management department and the equipment management department are two departments at the same level; any issues are resolved through negotiation, with no department being held accountable by another.
In our organization, although the security department is at the same level as other departments, its evaluation criteria are relatively stricter; whenever anything related to safety is involved, the security department has the authority to conduct evaluations.
