Insulation at the front end of the pressure relief valve

Our factory has a pressure reducing valve that reduces the pressure from 1MP to 20KP. However, during winter, this control valve experiences significant fluctuations in flow rate, with quite large amplitude of these fluctuations! Are there any good ways to ensure stable traffic in winter? It is now in bypass mode
It is likely some kind of fuel gas such as dry gas; improving the drainage before the pressure reducing valve will yield better results.
It’s useless! To improve drainage, I still choose outdoor control! It’s normal for there to be water in the wash tower at the front end of this valve; flow fluctuations don’t occur at all in summer, but this phenomenon is quite noticeable in winter! We tried to add insulation, but it didn’t work very well!
