Not necessary, just weld the union directly to the root valve.
The pipe seat you are talking about may be a short pipe, which usually arrives with the orifice plate. After welding the short pipe, add a primary valve. The pressure level cannot be lower than the design requirements (look at the pressure level of the orifice plate).
It is more standard to add a tube holder, but it is okay not to add it. If the pressure hole is directly on the pipeline, it is best to add a pipe holder and then weld the pressure pipe.
