During the design process, if the environmental temperature is extremely low, while normal industrial and commercial operations take place at normal temperatures, is it still necessary to design the equipment for such extreme low temperatures when considering its strength and conducting process calculations?

If the ambient temperature has an impact on the metal temperature of the container, this factor should be taken into consideration; however, it should not be handled as in the case of \"extremely low ambient temperatures.\" Instead, in accordance with Article 35 of the \"Container Design Regulations,\" when the metal temperature of the vessel’s shell is affected by the atmospheric conditions, the minimum design temperature can be determined using the lowest average monthly temperature recorded over the years in that area. The monthly average lowest temperature is calculated by adding up the lowest temperatures recorded on each day of the month and then dividing that total by the number of days in the month. The lowest value of the monthly average minimum temperature is the smallest value among the 10-year monthly average minimum temperature data measured by the meteorological agency. Areas across the country where the average monthly minimum temperature is less than or equal to minus 20°C and minus 10°C are listed in Appendix 2. ”
