(State Council Document [2004] No. 2) “Decision of the State Council on Further Strengthening Work Safety” 11. Carry out safety and quality standardization activities. Formulate and issue technical specifications for safe production as well as quality standards for safe production in key industries and sectors, and carry out activities to standardize safety and quality across all enterprises in the country, including those in the industrial and mining sectors, commerce, transportation, and construction. Strict safety and quality responsibility systems must be established for all stages and positions within a company’s production process. Production, operational activities, and behaviors must comply with the relevant laws, regulations, and technical standards for safe production, ensuring that they are carried out in a standardized manner. I know that safety standardization efforts are underway in various industries: hazardous chemicals, machinery manufacturing, cement production, coal mining, non-coal mining, metallurgy (iron and steel production), fireworks, and food manufacturing industries such as those involved in liquor production. I wonder if such efforts exist in other industries as well – is it the case in the carbon production industry? We welcome colleagues to discuss safety standardization!
The scope of application of the General Specifications for Safety Standardization of Hazardous Chemicals Enterprises AQ 3013-2008 is: enterprises that produce, use, or store hazardous chemicals within the People’s Republic of China, as well as businesses that have facilities for storing hazardous chemicals. The machinery manufacturing, cement, and metallurgy enterprises mentioned by the original poster should not be included, right?
Mechanical manufacturing, cement, and metallurgical industries all have their own industry-specific safety standardization regulations; hazardous chemical safety standardization is just one aspect of safety standardization!
Carbon-related enterprises also need to carry out standardization. The contents include: safety production policies, organizational structure for safety management, implementation of safety production responsibility systems, development of a safety culture, safety management models, fostering awareness of safety in production, provision of safety education, safety target management – including an overview of such management, determination of safety targets, formulation of safety technical measures, implementation of production safety targets, evaluation of these targets, rewards and penalties related to safety goals, safety forecasting, prediction of safety incidents, assessment of major potential hazards, systematic safety evaluations, prevention of safety accidents, resolution of obstacles to the communication of safety-related information, safety inspections – including their contents and methods, preparations for such inspections, execution and summary of inspections, fire safety management, basic knowledge of fire extinguishing, skills for escaping in case of fires, safety management in operations, safety protection for work involving drugs, safety management of chemicals, safety protection for work with dust, safety management of equipment, technical requirements for production equipment, safety management of casting and forging equipment, safety management of electrical equipment, safety management regarding the use of casting and forging products, safety management regarding the use of pressure vessels, safety management of lifting equipment, occupational health and safety, requirements related to workplace hygiene, safety protection for special groups of workers, provision and management of personal protective equipment, identification and prevention of common occupational diseases, handling of safety accidents, formulation of emergency plans for accidents, carrying out rescue operations in case of accidents, conducting investigations into accidents, identification and management of work-related injuries, and holding those responsible for accidents accountable :lol :victory:

Is standardization really that effective? How significant is its impact on businesses?
It does have some effect; currently, the General Administration of Work Safety is focusing on promoting safety standardization, which is relatively more practical than the occupational health and safety management system, and is easier to implement!
The industries that currently require the implementation of safety and quality standardization measures include machinery, light industry, textiles, tobacco, electricity, chemicals, construction, transportation, mining, fireworks, metallurgy, cement, and others. Safety standardization is being implemented in virtually all industries, although not many relevant regulations have been established.

Our company is currently working on this, but the text for AQ3013 has not been found yet. Similarly, for many related standards under AQ, such as the eight systems established by the former Ministry of Chemical Industry, there are no official texts available for reference at present.
