Earlier last year, the 300,000-ton crude oil terminal owned by Sinopec in Caofeidian was put into operation, with an annual handling capacity of 20 million tons. Sinopec plans to use this terminal to supply crude oil to the nearby Tianjin and Yanshan refineries, and it aims to establish a commercial crude oil storage center in the northern region. Previously, reports cited officials from the **Energy Bureau** as saying that areas such as Caofeidian in Hebei are part of the second batch of plans for **oil storage bases**.

Caofeidian plans to build an oil refinery with a capacity of ten million tons. A couple of years ago it was said that CNPC would be responsible for its construction, but now it is reported that CNPC has decided to build it in Tianjin instead.
Caofeidian is located in Tanghai County, Tangshan City, Hebei Province. Wharves are currently under construction there, and a large oil field was discovered in the Caofeidian sea area in 2007. I wonder if CNPC and Sinopec have built refineries there.
