Safety Regulations for Lifting Operations in Industrial Sites HG 23015 – 1999 1 Subject Matter and Scope of Application This standard specifies the classification and categorization of lifting operations, the safety requirements for such operations, as well as the management of the \"Lifting Safety Operation Permit\". This standard applies to lifting operations within the production areas of chemical enterprises. 2 Referenced Standards The provisions contained in the following standards constitute the provisions of this standard by being referenced herein. At the time of publication, all versions shown are valid. All standards will be revised, and those using this standard should consider the possibility of using the latest versions of the following standards. GB 2811 - 89 Safety Helmets; GB 5082 - 85 Command Signals for Lifting Operations; HG/T 23008 - 92 Safety Inspection Standards for Chemical Plant Maintenance Work; HG 23014 - 1999 Safety Regulations for High-Height Work in Industrial Areas; HG 23011 - 1999 Safety Regulations for Hot Work in Industrial Areas. 3 Definitions: This standard adopts the following definitions: Lifting operation: The process of using various tools to lift heavy objects and change their position. 4 Classification of Lifting Operations 4.1 Classification by Weight of the Load to Be Lifted Lifting operations are divided into three categories based on the weight of the load to be lifted: When the weight of the load exceeds 80 tons, it is considered a first-class lifting operation ; When the weight of the load to be lifted is between 40 tons and 80 tons, it is classified as a level 2 lifting operation ; When the weight of the load to be lifted is less than 40 tons, it is classified as a level 3 lifting operation. 4.2 Classification of lifting operations Lifting operations are divided into three categories based on their level of complexity: Level 1 lifting operations refer to large-scale lifting tasks ; Level 2 lifting operations are classified as medium-scale lifting operations ; Level 3 lifting operations are considered ordinary lifting operations. 5 Safety requirements for lifting operations 5.1 Personnel performing lifting operations must hold a special job qualification certificate. A ‘Lifting Safety Operation Permit’ is required for lifting objects with a weight of over 10 tons. The format of the “Lifting Safety Operation Permit” is shown in the appendix. 5.2 A lifting construction plan shall be prepared for lifting objects with a weight of 40 tons or more, as well as the main structural elements of civil engineering projects. Although the load to be lifted weighs less than 40 tons, it has a complex shape, low stiffness, a high length-to-diameter ratio, and is precise and valuable; therefore, a lifting construction plan should still be prepared under special construction conditions. The lifting construction plan must be reviewed by the construction management department and the safety and technical department, and may only be implemented after approval by the plant manager in charge or the chief engineer. 5.3 Before carrying out various lifting operations, safety warning signs should be installed at the lifting site in advance, and a dedicated person should be assigned to supervise; unauthorized personnel are prohibited from entering. 5.4 During lifting operations, sufficient lighting must be provided at night. Operations outdoors should be halted in case of heavy snow, heavy rain, dense fog, or winds of force 6 or higher. 5.5 Workers involved in lifting operations must wear safety helmets, which shall comply with the requirements of GB 2811; when working at heights, they must adhere to the provisions of HG 23014. 5.6 Before carrying out lifting operations, various equipment such as lifting machinery, steel wires, wind ropes, chains, and hooks must be inspected to ensure they are safe and reliable; it is not allowed to use them in a faulty condition. 5.7 During lifting operations, it is necessary to have clear division of tasks, stay at one’s post, and follow the communication signals specified in GB 5082 for unified command. 5.8 It is strictly prohibited to use pipes, pipe racks, utility poles, mechanical and electrical equipment, etc. as lifting anchor points. Buildings and structures shall not be used as anchors without review and calculation by the mechanical and construction departments. 5.9 Before carrying out lifting operations, a thorough safety inspection must be conducted on the operating parts, safety devices of various lifting machinery, as well as the lifting tools and rigging. The safety devices of the lifting equipment must be sensitive and reliable. A trial lift must be conducted before lifting, and work can proceed only after confirming everything is correct. 5.10 No one shall ascend or descend together with the lifted load or lifting machinery. In special circumstances where lifting must occur simultaneously, reliable safety measures must be taken and approved by the on-site supervisor. 5.11 If welding is required at the lifting operation site, the provisions of HG 23011 shall be complied with. At the lifting operation site, slings, wind ropes, pulling ropes, etc. should be kept away from live power lines to avoid contact, and a safe distance must be maintained. 5.12 When carrying out lifting operations using fixed-type lifting machinery (caterpillar cranes, truck cranes, bridge cranes, etc.), in addition to complying with this standard, the operating procedures for that specific machinery must also be followed. 5.13 During lifting operations, lifting must be carried out at the specified load; lifting equipment and rigging shall be selected based on calculations, and overloading is strictly prohibited. When the load being lifted approaches or reaches the rated lifting capacity, the brakes should be checked; after attempting a lift at a low height and with a short stroke, the lift should then be carried out smoothly. 5.14 Standing, passing, or working under suspended heavy objects is strictly prohibited. 5.15 During lifting operations, lifting is not permitted in any of the following situations: a. The command signals are unclear ; b. Overload or unknown object weight ; c. Pulling down a heavy object ; d. Insufficient light, making it difficult to see heavy objects clearly ; e. Standing under heavy objects ; f. Heavy objects buried underground ; g. The heavy object is not securely fastened; the ropes are knotted or uneven ; h. Edge-shaped objects lack padding measures ; i. Heaving a heavy object over someone’s head ; j. Failure of safety devices. 5.16 Operations must be carried out in accordance with the details specified on the Lifting Safety Operation Permit. It is strictly prohibited to alter or lend this permit, to change the scope of the operations, to expand the area of work, or to relocate the site where the operations are to be performed. 5.17 Workers have the right to refuse to carry out the lifting operation if the approval procedures are incomplete, safety measures are not implemented, or the working environment does not meet safety requirements. 6 Management of the “Lifting Safety Operation Permit” 6.1 The “Lifting Safety Operation Permit” is under the responsibility of the Mechanical Department. 6.2 After obtaining the «Lifting Safety Operation Permit» from the logistics department, the person in charge of the project team must fill in all the fields carefully and submit it to the person in charge of the construction unit for approval. For lifting operations specified in Clause 5.2 of this standard, a lifting plan must be prepared, and the completed \"Lifting Safety Operation Permit\" must be submitted together with the lifting plan to the person in charge of the mechanical department for approval. 6.3 After the “Lifting Safety Operation Permit” is approved, the project supervisor shall hand it over to the workers. The operators should check the Lifting Safety Operation Permit and proceed with the work only after confirming it is correct. Appendix: (Standard appendix) Lifting Safety Operation Permit. Lifting location, name of lifting equipment, personnel involved in lifting, lifting supervisor (person in charge), operation time, content of the lifting operation, weight of the parts to be lifted (in tons). Explanation for the formulation of the “Safety Regulations for Lifting Operations within Industrial Sites” – a chemical industry standard of the People’s Republic of China. With the continuous development of the economy, chemical production facilities are becoming larger, and the items that need to be lifted are becoming bigger and heavier as well. This increases the difficulty of lifting operations, hence it is necessary to establish safety regulations for such operations to ensure their safety. I. Origin of the project: This standard was proposed by the Technical Supervision Department of the former Ministry of Chemical Industry, and Panjin Liaohe (Group) Co., Ltd. was entrusted with drafting it. II. Principles and Objectives of Formulation: In order to implement relevant safety regulations, and in line with the safety requirements for various operations in the production areas of chemical enterprises, as well as referring to relevant standards for construction and installation work, definitions related to lifting operations, safety requirements, and the management of the \"Lifting Safety Operation Permit\" have been established. This is aimed at ensuring the safety of lifting operations in the production areas of chemical enterprises. III. Subject Content 1. The main contents of this standard are formulated based on the \"Safety Management System for Chemical Enterprises\" issued by the former Ministry of Chemical Industry, taking into account the actual production practices of chemical enterprises over the years. 2. Upon investigation, no unified definition of “lifting operations” can be found in domestic or international literature. The lifting operation is, in fact, a process in which people use various tools to move heavy objects from one place to another, resulting in a change in their location. It is a systematic process that involves both the movement of objects and human actions. Therefore, this standard defines “lifting operation” as “the process of using various machinery to lift heavy objects and move them to a different location”. 3. In actual construction, lifting operations are sometimes carried out at heights; therefore, this standard stipulates that relevant regulations for working at heights must also be followed when performing lifting operations at such heights. 4. For lifting operations, clear division of tasks, unified command, and distinct signals are essential. This standard requires that lifting operations be conducted in accordance with the requirements of GB5082 \"Signals for Commanding Lifting Operations\". 5. The \"Safety Regulations for Work at Heights in Industrial Sites\" stipulate that work at heights is prohibited in conditions of strong winds of force 6 or above, or other adverse weather conditions. ”. This standard stipulates that outdoor work should be halted in the event of heavy snow, heavy rain, dense fog, or winds of force 6 or higher. 6. The labor department requires that personnel involved in lifting operations undergo regular training, pass examinations to obtain certificates, and work with those certificates. Therefore, this standard also includes such a provision. IV. Compilation Process: After the drafting of this standard, written opinions were sought from some enterprises. It was developed through two rounds of discussions and revisions by safety management officials from large chemical enterprises, organized successively by the Technical Supervision Department of the former Ministry of Chemical Industry, as well as the Planning and Development Department and the Policy and Regulations Department of the **Petroleum and Chemical Industry Bureau.
