To create a calibration device for calibrating thermal mass flow meters, with air as the medium and a required accuracy of 0.5%, what type of flow meter would be suitable? Is it used for calibration purposes? Or is it merely used for comparison? The testing institution here uses sonic nozzles to measure air.

What you mean is to use an entire flow meter as a calibration device for calibrating thermal mass flow meters (those with temperature compensation). Ordinary instruments won’t suffice for this purpose; scientific-type mass flow meters are suitable for it. It is recommended to choose imported models, as the measurement accuracy for gases is around 0.5%, with some models achieving 0.35%. Of course, these are theoretical values; there are certain differences in actual applications, and it depends on the overall conditions at your site, such as gas stability, pressure, and temperature
We usually use Anewba or some other type of differential pressure transmitter here, but the precision might not meet your requirements.:)
For calibration, only the Coriolis method can be used; however, be careful to protect the flow meter from vibrations

For the calibration system of this type of flow meter, precision alone cannot be taken into consideration; there should be relevant **standards**. It’s not clear whether any standards for the calibration of thermal mass flow meters exist in China, so it might be possible to draw on foreign standards. . . Coriolis mass flowmeters have no issues in terms of accuracy (not just a few brands)
A balanced flow meter might work; it depends on your operating conditions. The measurement range of a balanced flow meter is 10:1. If a thermal type is needed, then a mass-type flow meter is the only option. To be honest, it’s not really necessary for handling air.
