When a project is submitted for approval to the National Development and Reform Commission, energy efficiency assessments are required for new projects; as a result, I had to add information related to energy efficiency to the feasibility study report. I’ve already submitted it to the commission once, but it was rejected. I would appreciate it if any colleagues from Sichuan could help me, preferably those in the chemical industry, and provide a specific format. Thank you! ! However, from what I understand, the required energy-saving analysis section (chapter) should at least include the following: 1. The reasonable energy use standards and energy-saving design specifications followed by the project ; 2. Analysis of the types and quantities of energy consumption in construction projects ; 3. Analysis of the energy supply situation at the project location ; 4. Energy consumption indicators ; 5. Energy-saving measures ; 6. Analysis of energy-saving effects.

Chapter 8 Energy Conservation Section 1 Energy Consumption Indicators and Analysis (1) Project energy consumption indicators. 1. Total energy consumption by product type, total comprehensive energy consumption. 2. Comprehensive energy consumption per unit of product (output value) and comparable energy consumption levels. (II) Energy consumption analysis. 1. Energy consumption per unit of product, key energy consumption indicators for major processes, and comparative analysis at the domestic and international levels. 2. The key indicators should be based on the advanced domestic standards as well as the international standards for energy consumption for comparison purposes. Section 2 Overview of Energy-Saving Measures (1) Adoption of new energy-saving technologies and processes in the main production processes. (II) It is strictly prohibited to select mechanically and electrically powered products that have been declared obsolete, as well as those falling within the scope of industries and capacity levels restricted by **industrial policies. (III) Measures for the recovery and utilization of waste heat, waste pressure, and flammable gases released. (IV) Insulation measures used in furnaces, kilns, and thermal pipeline systems. (5) Cogeneration measures shall be adopted for industrial boilers. (1) For energy-saving projects that cannot be incorporated into the main process flows (such as cogeneration or centralized heating) and are planned to be constructed in phases, an item dedicated to the energy-saving measures should be included separately in the report. (II) For separate energy-saving projects, separate calculations regarding energy savings, the cost per unit of energy saved, investment estimates, and the payback period should be provided.
