Selection of the transfer oil pump?

Our facility is planning to install a diesel storage tank buried underground. What kind of pump would be suitable for pumping diesel into the elevated tank? If metering is required, what type of flow meter should be used? (The accuracy requirement is not high; an approximate amount will suffice.)
A pneumatic diaphragm pump will do; some pumps come equipped with a meter.
A turbine flowmeter can also be used. Our factory uses centrifugal oil pumps.
A self-priming centrifugal pump can be used.
