Discussion on the 95% point for diesel

Why is the dry point of gasoline commonly used as a criterion for evaluating it, while 95% point is generally used for diesel? Why was 95% chosen as the figure, rather than 90% or the diesel dry point as the indicator? Please discuss this, thank you
