JB4732-95 \"Steel Pressure Vessels — Code for Analytical Design\" will come into effect on October 15, 1995. Given that the analytical design method for pressure vessels has only just begun to be implemented, there is limited experience in its use, and since the technical requirements of these standards differ significantly from those of GB150, higher and stricter demands are placed on design procedures and analytical tools. To enhance quality control over the implementation of this analytical design method, accumulate practical experience, and ensure safety, the Ministry of Labor has issued regulations regarding the application of JB4732 \"Steel Pressure Vessels – Analytical Design Standards\" by pressure vessel design agencies, specifying aspects such as the recommended scope of application, qualifications for agencies, and qualifications for individuals. To promote the implementation of JB4732, these detailed rules are formulated in accordance with the principles set out in Document No. 145 issued by the Labor Department. I. General Provisions 1. These detailed rules specify the procedures for applying for and assessing the qualifications of analysis and design units as well as designers (design and proofreading refer to the same), reviewers (review and approval refer to the same), and approvers. 2. Entities applying for analysis and design qualifications must hold Class 3 container design qualifications (entities with only Class 3 mobile container design qualifications are excluded). 3. The qualifications required for analysis and design personnel are personal qualifications; anyone who meets the requirements may apply. Those who pass the examination will be granted a qualification certificate upon approval by the Vocational Training Bureau of the Ministry of Labor, and only after registration can they engage in analysis and design work. 4. The analysis and design qualifications of a design unit must be applied for separately to its competent authority (the same applies at the provincial or ministerial level). Design units without such an authority may apply to the labor department; only after passing the qualification review and being registered with the Labor Department’s Bureau of Occupational Safety can they carry out analysis and design work. 5. Applications for individual qualifications are made on a voluntary basis. Applicants are recommended by their respective employers, and after being assessed by the examination committee, those who pass the assessments based on uniform criteria have their personal details, exam scores, and evaluation comments submitted to the Vocational Training Bureau of the Ministry of Labor, which then issues the qualification certificates. 6. Analytical designers are divided into three categories: (1) Analytical designers ; (2) Analysis and Design Reviewer ; (3) Analyze the design approver. 7. The validity period of an individual’s qualification is 5 years. Since 1998, new applicants for analysis and design reviewers have been selected from those who hold the qualification as analysis and design professionals. II. Composition of the Examination Committee The Examination Committee (hereinafter referred to as the “Committee”) is responsible for assessing analysis and design professionals. The Committee is composed of experts, scholars, and relevant personnel from the pressure vessel industry. The members of the examination committee are recommended by the National Technical Committee for Pressure Vessel Standardization (hereinafter referred to as the “TCPSV”), and their appointment is proposed to the Boiler and Pressure Vessel Bureau of the Ministry of Labor and the Standardization Department of the **Technical Supervision Bureau, with a term of office of five years. An secretariat is established under the Examination Committee and attached to the Secretariat of the Rongbiao Committee, responsible for the day-to-day operations of the Examination Committee. III. Requirements for Applicants 8. Analysis and design personnel 8.1 Should have a bachelor’s degree or higher (or equivalent educational background and experience), and at least 4 years of experience in pressure vessel design. 8.2 In accordance with the requirements of the examination committee’s teaching and examination syllabuses, one must master basic knowledge in areas such as elasticity theory, plate and shell theory, plasticity mechanics, and finite element methods. Proficiency in using computers is also required, along with an understanding of and ability to apply the JB4732—95 standard. 8.3 Possesses relevant design experience for third-class pressure vessels. 8.4 Upon training, the individual will be able to establish mechanical models for typical pressure vessel structures, use existing programs to conduct finite element calculations or stress analyses, and evaluate the results, in compliance with standard requirements. 9. Analysis, design reviewers, and approvers: 9.1 They should have a bachelor’s degree or higher (or equivalent education and experience), and at least 10 years of experience in pressure vessel design. 9.2 In accordance with the requirements of the examination committee’s teaching and examination syllabuses, one must master basic knowledge such as elasticity theory, plate and shell theory, plasticity theory, and finite element methods. One should have a thorough understanding of the JB4732—95 standard, be familiar with the methods, techniques, and procedures for analysis and design, and be able to provide accurate evaluations of stress analysis reports. 9.3 Possesses extensive experience in the design of pressure vessels. 9.4 After training, knows how to establish mechanical models for pressure vessel structures and how to evaluate the results. Note: *The chief technical officers of various design agencies, who serve as the approvers for analysis and design, may be submitted directly to the Occupational Safety Bureau of the Ministry of Labor for approval and registration without going through an assessment, and may act as approvers on a temporary basis. However, after 1998, approvers must be selected from qualified auditors. IV. Methods for Assessing Individual Qualifications 10. Assessment Methods for Analysis and Design Professionals 10.1 Submit an application to the examination committee in accordance with the requirements set out in these regulations (Appendix 1); upon successful review, one may proceed to attend training or take the exam directly. 10.2 The examination content is in accordance with the requirements of the teaching syllabus and examination syllabus issued by the examination committee. In addition to written tests on basic knowledge and an understanding of standards, candidates must also complete prescribed analysis and design tasks, and pass a defense after completing those tasks. 10.3 The written exam uses a unified test paper and is conducted in a centralized manner; only the designated reference books and guidelines are allowed to be brought into the examination room. 10.4 The analysis and design task must be completed by the applicant themselves, with a deadline of one month. 10.5 The defense committee shall consist of three or more members from the examination committee. It was replied that the defense secretary is appointed by the examination committee. 11 Methods for evaluating the reviewers and approvers of analysis and design. 11.1 Submit an application to the examination committee in accordance with the requirements of these rules (Appendix II); upon approval, one may proceed to attend the training or take the exam directly. 11.2 The examination content includes written tests on basic knowledge and the understanding of standards, in accordance with the requirements set out in the teaching syllabus and examination syllabus issued by the examination committee. 11.3 The written exam uses a unified test paper and is conducted in a centralized manner; only standard and designated reference books are allowed in the examination room. V. Unit Qualification Certification 12. Conditions for applying for unit qualification. 12.1 The applying entity must possess the design qualification for Class III pressure vessels, as granted in accordance with the \"Rules for the Management and Supervision of Qualifications of Pressure Vessel Design Organizations\" issued by the Ministry of Labor (entities that only have design qualifications for mobile Class III vessels are excluded). 12.2 The applying entity shall have no fewer than three personnel who have obtained design qualifications and are registered (one for design, one for review, and one for approval). An individual can also apply for both the analyst-designer and the reviewer/approver roles simultaneously, but the total number remains unchanged. 12.3 The applicant shall have a sound quality assurance system suitable for the analysis and design of pressure vessels. 12.4 The applicant shall possess the standard documentation, as well as the computer software and hardware requirements, necessary for the analysis and design of pressure vessels. 12.5 The applicant shall have extensive experience in pressure vessel design. 12.6 Procedures for Qualification Certification of Units (1) The applying unit shall fill out the application form as required in Annex 3, and at the same time submit supporting documents such as copies of the qualifications obtained by its analysis and design personnel. In accordance with Article 4 of the Ministry of Labor’s \"Rules for the Management and Supervision of Qualifications of Pressure Vessel Design Units\", the application shall be submitted to the competent authority, with a copy also sent to the labor department at the corresponding level. Units without a competent authority should submit an application to the labor department, and at the same time send a copy of the application materials to the National Technical Committee for Pressure Vessel Standardization. The application materials should include: a. A copy of personal qualifications ; b. Natural information of the applying entity ; c. Quality assurance system documents ; d. Computer hardware and stress analysis software requirements. (2) The National Pressure Vessel Standardization Technical Committee organizes experts to evaluate the applying entity, issues evaluation opinions, and submits them to the competent authority of the applying entity as well as the Boiler Bureau of the Ministry of Labor. (3) Once approved by the competent authority and registered with the Labor Department’s Vocational Training Bureau, the applicant entity’s qualifications are recognized. VI. Other Matters 13. In order to gain experience, entities that carry out the analysis and design of pressure vessels shall, after the product design is completed, file the relevant design documents with the Pressure Vessels Bureau of the Ministry of Labor. These documents include: (1) The entity that will use the vessel ; (2) Load analysis report (to be signed by the analyst and design reviewer) ; (3) Stress analysis report (to be signed by the reviewer responsible for analysis and design) ; (4) General layout of the equipment (must bear the design qualification seal specified in the ‘Steel Pressure Vessels – Analysis and Design Standards’). 14. Every year, the National Standardization Technical Committee for Pressure Vessels will randomly select some analysis and design documents for inspection, and report the results of these inspections to the Bureau of Pressure Vessels under the Ministry of Labor as well as the relevant competent authorities. 15. These regulations shall be interpreted by the National Technical Committee for Pressure Vessel Standardization. Attachment: Omitted
