Representation of specifications and models for chemical engineering equipment

I’m looking for the standard way to denote the specifications of chemical processing equipment. For example, in the case of storage tanks, is it outer diameter * wall thickness * length (height), or inner diameter * wall thickness * length (height)?
The inner diameter is generally used, as it is regular and easy to represent.
Additionally, for the external dimensions of the storage tank – should the length (height) be determined based on the tank body itself, or based on the longest part of the pipes attached to the tank?
The dimensions indicated on the drawings certainly include the total length obtained through calculation, but the specifications for the storage tank state diameter X length, with the length generally being taken as the length of the straight sides of the cylinder.
