How should emergency drainage ponds (also known as accident ponds) for oil depots or tank farms be designed? Which regulations address this?
Relevant provisions can be found in the \"Code for Design of Oil Depots\" or the \"Code for Fire Protection Design of Petrochemical Enterprises\". But as far as I know, previous oil depots weren’t designed with this feature; it’s not clear whether a sufficiently large fire dike counts as one, I’m confused
In accordance with the requirements of Document No. 2006[10] issued by the General Administration of Work Safety regarding hazardous chemicals, and Document No. 2006[4] issued by the State Environmental Protection Administration, oil depots that meet the conditions for constructing emergency buffer tanks – particularly those located along rivers, lakes, seas or on high slopes – are required to build such emergency buffer tanks; Its volume requirement is greater than the maximum tank volume (50% for internal floating roofs) + the volume of the fire water tank (or the fire water supply for 4 hours). Therefore, whether to install emergency buffer tanks in a oil depot should be determined based on the depot’s geographical location and actual conditions. When the requirements for installing buffer tanks cannot be met, the effective volume of the fire dike can be increased, or natural terrain can be utilized to create barriers such as check dams or gates; ditches and low-lying areas can also be used, or enclosures and cofferdams can be built to provide buffering capacity. Temporary emergency barriers such as sandbags should also be available.
