Does anyone know how the non-metric area and the metric area of a floating roof tank are divided? How is it roughly defined?

The non-metric area of a internal floating roof tank is the liquid level range within the tank, from the point where the liquid surface starts to make contact with the buoy before the floating roof rises, up to the moment when the floating roof actually begins to rise. This interval is the process during which the liquid level continuously submerges the buoy, until the buoyancy acting on the floating roof is sufficient to overcome its weight. Measurement is not allowed in this range.
If the certificate of inspection specifies a particular height, it should refer to the period from before the floating disc starts to rise until it is fully elevated
