What does “stems” mean in electrical specifications?

(2) One sentence in the electrical specifications: Where the vendor’s equipment requires a voltage or other parameters different from those specified above, the vendor shall be responsible for the complete transformation and distribution of this power as well as for providing DC power supplies when necessary. My understanding is that if the manufacturer’s equipment requires a voltage or other conditions different from those mentioned above, it is the manufacturer’s responsibility to handle the distribution and conversion of all power supplies, as well as to provide DC power supplies where needed. I’m not sure what the ‘a stems’ inside refer to I seem to have seen something similar before; I would appreciate it if electrical professionals could give me some advice. Thank you very much!
