In the ammonia synthesis process, when looking at the descriptions of air compressor interlocks, I came across a system that is said to be independent of the DCS and capable of shutting down a certain unit on its own.

The fact that it can perform a safe stop independently of the DCS is enough to show what kind of system it is. These days, there are too many nouns; many people get confused. A system that enables safe parking might be called SIS; of course, the most traditional term for it is ESD, or it might also be called PSD. In IEC61511, it is called PES. I generally refer to them as safety control systems.
