In the final stage of filling, the treater is purged with 100% ethylene. At that time the treater is considered filled and can be pressurized to full operating pressure and placed on-line.
I think it means that the filling and boosting process of the treater is completed, and the treater can perform normal operations. How to translate it depends on the context.
Merged? Is there any other way to say it?
How about explaining it as online (running)?
