It’s generally not used, but some users request it to be blocked.
This screw hole is used for a gas-tightness test to check the integrity of the reinforcement ring weld, and it does not need to be sealed.

In accordance with JB/T4736-2002, M10 screw holes shall be drilled in the reinforcement rings of pressure vessel nozzles. This is done so that, after the equipment is manufactured, compressed air at a pressure of 0.4–0.5 MPa can be introduced to check the quality of the welds connecting the reinforcement rings; there should be no leaks at the fillet welds. So the screw holes don’t need to be plugged.
