May I ask, in what different situations are FC circuits and circuit breakers used?

On the 6KV bus, some outgoing wires use circuit breakers, and some outgoing wires use FC circuits. In what situations are these two used? Can FC circuits also be used at low voltages? Can an expert explain it in detail? Thank you.
Generally, high-voltage circuit breakers are used in the distribution part, and FC are used in the load part. FC is rarely used for low voltage. I have never seen such a product (I am very ignorant).
