Why does the circulating water return to the pool smell like nitrogen oxides?

Occasionally when I pass by the circulating water return pool, I always smell a smell, which is similar to the smell of nitrogen oxides of nitric acid. What is the reason for this? Can someone please explain it. The circulating water is used for the compressors and synthetic water coolers in the synthesis workshop of the fertilizer plant. There is no pressure return water. The circulating water returns to the return pool after heat exchange by the equipment. It is pumped to the cooling tower by the return water pump. After cooling, it is transported back to the heat exchange equipment by the circulation pump.

Part of the nitrogen is oxidized during the water circulation process, forming nitrogen oxides. For example, when an oxidative algaecide is added, nitrogen oxides will be formed due to the oxidation of ammonia nitrogen in the water. As long as the nitrogen in the water does not exceed 3 ppm, the problem should not be a big problem, but it will also cause attention to check whether there is ammonia leakage.
