Are only those from design institutes eligible to apply for registration as chemical engineers?

Is it true that one can only apply for the exam if they work in a design institute doing design work? Is it not possible to work in design at a chemical plant?
I have the same question: if one works in a manufacturing unit, is it possible to apply? And would passing such an exam help in finding a job at a design firm?
I work in a chemical manufacturing company, focusing on research and development. I have been there for 10 months now, and last year I took the preliminary exam for becoming a registered chemical engineer and passed it

There’s no one to oversee the basic exam, and the pass rate is very high. But professional exams are difficult and subject to review, as a certificate has to be issued in the end.

The basic examination does not require the sealing entity to have any specific qualifications; however, for the professional examination, such an entity is required to possess design qualifications. If the entity in question does not have these qualifications, it must find a way – through connections or payment, for example – to obtain the signature of a local or provincial entity that does have design qualifications. There’s nothing to do about it – the application requirements explicitly state that a certificate of experience in design work must be provided by an organization with design qualifications.
I work in chemical production at CNPC; my job has nothing to do with design. If I pass the professional exam, will I be able to obtain the certificate?
