To standardize the orderly installation and use of the company’s processes and equipment, as well as to promote the improvement and upgrading of its equipment level, companies generally establish relevant systems or guidelines. I. Management System for Equipment Technical Foundation Work: To strengthen the technical foundation management of equipment and to provide management data, technical information, and criteria for evaluation in equipment management, this management system is established. (1) The management of the technical foundation for equipment under this system mainly includes tasks such as equipment standardization, equipment management quotas, equipment technical records, equipment technical ledgers, and drawing materials. (II) Equipment standards 1. Equipment standards include technical standards and management standards. In the aspects of design, manufacturing, installation, use, maintenance, repair, and disposal of equipment, enterprises should strictly comply with **standards and industry standards. All enterprises that do not have **standard or industry standards should establish their own enterprise standards. 2. Equipment management technical standards should be established in accordance with the needs related to the use, operation, maintenance, and manufacturing of equipment, including procedures for equipment operation, equipment maintenance, equipment repair, equipment manufacturing processes, as well as relevant safety technical regulations. Equipment management standards should establish work procedures based on the tasks involved in equipment management, and set corresponding work standards in accordance with the responsibilities at various levels. When formulating standards, enterprises should carefully summarize the practices of their workers and technical staff and combine them with advanced domestic experiences; after thorough discussion, these standards should be submitted to the factory manager for approval before being implemented. (III) Equipment management quotas 1. The main equipment management quotas include quotas for equipment maintenance cycles, maintenance duration, man-hours required for maintenance, repair costs, working capital requirements, as well as quotas for the consumption and storage of spare parts and materials. Enterprises should maintain the seriousness of quotas, and the establishment and modification of such quotas must follow the relevant approval procedures strictly. 2. Enterprises should establish systems to enforce quota settings and strictly assess compliance with those standards. Records of the execution results should be kept, and comprehensive analyses should be conducted regularly. (IV) Equipment technical records: 1. The Equipment and Power Department shall maintain technical records for the main equipment across the entire plant (mine), while the workshops shall keep technical records for all the equipment in their respective workshops. The contents of the equipment technical file include: (1) Table of contents. (2) Installation and usage instructions. Equipment manufacturing certificate, pressure vessel quality certificate, equipment commissioning records, etc. (3) Equipment history card. Equipment number, name, main specifications, installation location, commissioning date, names and specifications of auxiliary equipment, operating conditions, records of equipment changes, etc. (4) Equipment structure and spare parts drawings. (5) Cumulative operating time of the equipment. (6) Records of equipment defects and accidents over the years. (7) Records of equipment maintenance, testing, and evaluation. (8) Equipment rating record. (9) Equipment lubrication records. 2. The Equipment Power Department shall establish plant (mine) pipeline network diagrams, underground pipeline network diagrams, cable diagrams, and sealing records. 3. After projects such as infrastructure, technical upgrades, and safety measures come online, technical documents such as installation and commissioning records, manuals, inspection certificates, records of concealed works, and test records should be included in the equipment’s technical archive. 4. Technical archives must be complete, organized, and standardized, with timely sorting and filling out. (5) Equipment technical ledger: 1. The Equipment and Power Department (workshop) shall establish a technical ledger for all equipment in the entire plant (workshop). The equipment technical ledger is a comprehensive technical document for all the equipment in the plant, and it mainly includes the following contents: (1) Summary table of equipment technical conditions (equipment integrity rate, leakage rate, and major equipment defects). (2) Summary table of the operating status of major equipment (units) (operating time and downtime of equipment <units> <planned maintenance downtime, accident downtime, standby downtime, downtime waiting for materials>). (3) Summary table of equipment (apparatus) maintenance status (major repair plan items, actually completed items, unplanned items, planned maintenance hours, actually spent maintenance hours, maintenance costs incurred, etc.). (4) Equipment accident summary table (number of accidents, cumulative downtime, downtime losses, etc.). (5) Summary table of spare parts and material consumption. (6) Summary table of technological innovation achievements for major equipment. 2. The Equipment Power Department should assign a dedicated person to be responsible for compiling the technical records of the equipment, as well as for filling out quarterly reports on equipment power operations in accordance with **relevant regulations. (VI) Storage of drawing documents 1. The factory (mine) document room is responsible for storing and providing the drawings for all equipment in the factory (mine). 2. The Equipment Power Department is responsible for storing, reproducing, and supplying the drawings of spare parts for all equipment in the plant (mine). 3. All major drawing materials obtained from external entities are kept in the factory (mine) document room. 4. When equipment is relocated or transferred, its records shall be moved along with the equipment; after the equipment is scrapped, the records are stored in the factory (mine) document room for reference. 5. After the equipment for infrastructure, technical improvement, and safety enhancement projects comes online, their as-built drawings shall be submitted to the factory (mine) document room for storage. Technical documents such as installation and commissioning records, manuals, inspection certificates, records of concealed work, and test records are kept by the Equipment and Power Department or the workshop where the equipment is located. 6. The Equipment Power Department and the workshops should also copy the relevant drawings of boilers and pressure vessels, and maintain records of regular inspections. II. Responsibility System for Equipment and Power Management: To strengthen the enterprise’s oversight of equipment and power-related activities, improve organizational structure, implement comprehensive management, and clarify the scope of responsibilities of various relevant departments as well as the equipment and power management department, this system is established. (1) Main responsibilities of the enterprise director (manager): 1. Bear overall responsibility for the equipment and power operations of the entire plant. During the tenure, full responsibility is assumed for implementing the guidelines, policies, regulations, and relevant provisions regarding equipment and power operations set by ** and higher authorities. Under the operational responsibility system, organizational and economic measures for equipment and power management must be established to enable the factory to meet the leak-free standards and achieve the technical and economic targets in equipment and power management (including measures for equipment renewal and upgrading, as well as the equipment freshness coefficient). 2. Coordinate the relationship between production and maintenance, as well as between the economic and technical aspects of equipment; ensure planned maintenance of equipment power systems, and organize the production and supply of maintenance spare parts. Combining equipment is not allowed in production. 3. The plant director (manager) may, depending on the circumstances of the enterprise, assign a deputy plant director (deputy manager) to be responsible for handling equipment and power-related tasks. (1) In accordance with the guidelines, policies, regulations, and objectives regarding equipment and power set by higher authorities, responsible for formulating the enterprise’s rules and regulations as well as management methods for equipment and power. (2) Based on the enterprise’s long-term or annual business policies and objectives, establish requirements and evaluation criteria for the work of the equipment and power department. (3) Approve plans for shutting down production facilities for maintenance and major repairs, equipment upgrades, technical measures related to equipment power supply, occasional purchases, power generation, and balanced supply; approve technical regulations and standards for the operation, maintenance, and inspection of equipment related to power supply; and monitor their implementation. (4) Review the submitted reports on equipment power usage, the transfer of idle equipment, and the scrapping of major equipment. (5) Responsible for the organizational structure and staffing of the equipment power system, as well as the allocation of major machinery and equipment. (6) Organize equipment inspections, evaluations, summaries, as well as rewards and punishments across the entire plant (mine). (7) Be responsible for the safe operation of equipment and organize the handling of major equipment and power accidents. (8) Organize or participate in the plan review and completion acceptance of key infrastructure and technical improvement projects. (II) Responsibilities of the enterprise’s equipment and power management department 1. Responsibilities of the company’s (headquarters, mining bureau) equipment and power department: (1) Implementing the relevant rules, regulations, and decisions issued by higher authorities regarding equipment and power management; summarizing and promoting advanced practices in equipment management; and organizing the submission of various reports. (2) Responsible for the management of equipment and power operations across the entire company (headquarters and mining bureaus), equipment renewal and technical upgrades, as well as fixed asset management. Achieve a balanced approach to the rational use of funds for major repairs and equipment upgrades. (3) Organize and supervise the establishment and improvement of technical documentation for equipment. Establish ledgers and equipment cards for the main equipment in each factory (mine). Conduct an analysis of the technical condition of the equipment and prepare a summary of the equipment management work. (4) Supervise subordinate factories (mines) to implement technical regulations, management systems, and quota standards regarding the maintenance, repair, and inspection of equipment and power systems. (5) Organize the preparation and review of the annual major repair plan, as well as the comprehensive planning and implementation of major overhauls for shutting down systems (units). (6) Organize the work related to equipment corrosion prevention, lubrication, boilers, pressure vessels, and water treatment. Conduct research, application, and promotion of new processes, technologies, and materials. Promote the technical upgrading of equipment. (7) Organize regular or irregular inspections of the condition of major equipment, and participate in the plan review and completion acceptance of key infrastructure, technical improvement, and safety enhancement projects. (8) Organize the formulation and approval of consumption quotas and reserve quotas for spare parts, and ensure proper management of the drawings and documentation related to these spare parts, as well as of the quota plans and quality control aspects. Participate in or organize the preparation of procurement and processing plans for spare parts. Guide the affiliated factories in the proper use, management, maintenance, and supply of spare parts. (9) Formulation, scheduling, and balancing of plans for spare parts processed by the affiliated machinery factory (machine repair branch). (10) Organize regular inspection and testing of steam boilers, pressure vessels, high-voltage electrical equipment, instruments and meters, relay protection systems, and insulation. Handle major changes in the power operation mode to ensure safe operation. (11) Promptly organize participation in the analysis and investigation of major accidents involving the equipment, and arrange emergency repairs to restore production swiftly. (12) Organize training on the technical capabilities related to equipment power to continuously improve technical and management standards. 2. Responsibilities of the Equipment and Power Department (Team) in a factory (branch factory, mine): (1) Implement various rules and regulations issued by higher authorities regarding equipment and power management; based on specific circumstances, develop technical procedures, quota standards, and management systems for equipment maintenance, repair, and inspection within the factory (mine), and submit relevant reports. (2) Under the operational guidance of the higher-level equipment and power department, responsible for the operational management of equipment and power across the entire plant (mine), the technical renovation of equipment, as well as the assessment, utilization, renewal, relocation, and disposal of fixed assets. Ensure proper use, maintenance, and repair of the equipment. (3) Organize the establishment and improvement of technical documentation for equipment, create technical files for key equipment, learn from and promote advanced practices in equipment management, and conduct summaries of equipment conditions, technical-economic analyses, and equipment management work. (4) Organize the preparation, balancing, and implementation of annual, quarterly, and monthly maintenance plans for equipment, as well as major shutdown maintenance plans for systems (units), and oversee the execution of these plans; responsible for uniformly coordinating and allocating funds for maintenance work and equipment upgrades. (5) Organize the work related to equipment corrosion prevention, sealing, lubrication, and water quality treatment. Promote the application of new processes, technologies, and materials, carry out work on the standardization, serialization, and generalization of equipment, as well as review proposals for the rationalization of equipment upgrades. (6) Organize regular inspections, evaluations, and grading of the equipment throughout the plant (mine) to promptly eliminate equipment defects and potential hazards, thereby improving the overall condition of the equipment. (7) Organize the quality inspection and acceptance of major equipment overhauls, and participate in the design review and completion acceptance of projects such as capital construction, technical upgrades, and safety measures. (8) Organize the formulation and approval of consumption quotas and reserve quotas for spare parts. Effectively carry out tasks such as the surveying and mapping of spare parts, data management, quota planning, manufacturing, ordering, recycling of used parts, and machine processing management. Ensure unified management of spare parts, and properly handle their use, maintenance, repair, and supply. (9) Organize regular inspections and tests of steam boilers, pressure vessels, lifting and transportation equipment, high-voltage electrical apparatus, instruments and meters, relay protection, insulation, etc. Participate in formulating and reviewing power and fuel consumption standards, developing conservation measures, and strengthening the management of instruments. Organize the proper supply and safe operation of the power system, as well as major changes in the power operation mode. (10) Organize the investigation, analysis, and reporting of major equipment accidents, as well as coordinate emergency repairs. (11) As required, they are responsible for the proper use of the equipment; they have the authority to stop any actions that could damage the equipment and to propose measures to address such issues. In emergency situations, they have the right to order the production department to stop operations and to report immediately to the relevant supervisors. (12) Organize technical and economic evaluations in accordance with the approved equipment renovation and upgrading projects, and be responsible for the selection and procurement of equipment. (13) Responsible for the manufacturing, installation, and commissioning of self-made equipment. (14) Responsible for collecting and transmitting feedback on information related to the design, manufacturing, installation, use, and maintenance of equipment. (15) In collaboration with education departments, organize training on technical skills related to equipment power systems, in order to continuously improve technical and management capabilities. (III) Main responsibilities of the departments in charge of planning, finance, production, supply, and safety as well as equipment and power operations 1. Main responsibilities of the Planning Department (Section) (1) Responsible for the planning of new equipment. (2) Based on the technical and economic evaluation for the approved equipment renovation and upgrading, participate in the selection process for equipment upgrades and the purchase of new equipment. (3) Responsible for organizing comprehensive planning tasks for the design, manufacturing, installation, operation, and maintenance departments in regard to equipment manufactured by the enterprise itself. (4) While responsible for arranging production plans, it is also necessary to arrange maintenance plans; while checking on the completion of production plans, one must also verify the completion of maintenance plans. (5) In accordance with the company’s development plan, responsible for proposing construction plans for water, electricity, steam, air, and cooling systems. 2. Main responsibilities of the Finance Department (Section): (1) To allocate depreciation costs and maintenance expenses reasonably, and to exercise financial oversight over their usage. (2) Participate in the technical and economic evaluation for the renewal, renovation, and purchase of important equipment. (3) Conduct financial accounting and management of power supply. (4) Be responsible for handling the financial procedures related to fixed assets. 3. Main responsibilities of the production department: (1) Responsible for formulating equipment operation procedures to ensure that the equipment is used under safe and stable operational conditions. (2) Responsible for training the operators to achieve the “four understandings” and “three abilities” (understanding the structure, principles, performance, and applications ; Basic requirements such as being able to use, maintain, and troubleshoot) are established, and assessments are conducted. (3) Organize production reasonably to balance the use of water, electricity, air, and cooling. (4) Responsible for handling equipment accidents caused by illegal operations or inadequate maintenance. 4. Main responsibilities of the supply department: (1) Provide materials and tools of qualified quality according to the needs of equipment maintenance and manufacturing. And provide the corresponding technical certificates. (2) Responsible for the supply of raw materials for power generation. 5. Responsibilities of the Safety Department (Section) (1) Supervise the safe operation of equipment. (2) Work together with relevant departments to oversee the regular calibration of safety accessories. (3) Participate in the investigation of major equipment accidents. (IV) Responsibilities of Workshop Equipment Managers 1. Responsibilities of the Workshop Supervisor (1) Bear overall responsibility for the operation, maintenance, repair, and safe operation of the equipment in the workshop. (2) The workshop supervisor may, depending on the actual production conditions, assign an assistant supervisor to be in charge of equipment management. 2. Responsibilities of the Deputy Director of Workshop Equipment: (1) Under the professional guidance of the Equipment and Power Department (Team), the Director of Workshop Equipment is responsible for managing the equipment and power-related affairs in the workshop. (2) Strictly implement the decisions of higher authorities, as well as various equipment management systems and technical regulations. Relying on the workforce and going deep into practical situations, effective measures such as improving equipment management, maintenance, and inspection are actively proposed to enhance the condition of the equipment. (3) Organize, train, and guide operators on the proper use and careful maintenance of the equipment, as well as on the strict implementation of various systems and operating procedures, to ensure its normal operation. Offer criticism and suggestions for dealing with actions that damage equipment. (4) Lead the formulation and implementation of annual, quarterly, and monthly plans for equipment maintenance, spare parts, and recycling of used items, and organize their execution. Formulate technical plans for major repairs and equipment upgrades, as well as carry out the testing, adoption, and promotion of new materials and technologies. The organization provides the basis for determining the consumption quotas and reserve quotas for spare parts in this workshop. Make rational use of spare parts, and focus on their utilization, management, and maintenance. (5) Regularly organize equipment inspection and rating activities for this workshop. For equipment defects and leaks, measures should be taken promptly to eliminate them and ensure civilized production. Organize the transmission of equipment management information. (6) Lead the maintenance teams (shifts) to carry out equipment maintenance thoroughly, adhere to the established maintenance quotas, improve maintenance efficiency, ensure maintenance quality, and organize routine maintenance tasks. (7) Organize and lead technical training related to equipment in the workshop, strengthen safety technology education, and ensure proper management of technical documentation as well as of fixed assets and equipment incidents. 3. Responsibilities of the workshop equipment officer: (1) Under the operational guidance of the plant (mine)’s equipment and power department (team), assist the workshop equipment supervisor in managing equipment and power-related matters in the workshop, and provide technical guidance on equipment to production sections and teams. (2) Implement the equipment and power management system as well as technical regulations. Guide operators and maintenance workers in the proper use of equipment, its careful maintenance, and equipment inspection. Insist on conducting regular comprehensive inspections and supervision of the operation and maintenance of equipment in the workshop. (3) Responsible for implementing the safety management regulations and rules related to equipment operation, handling, and maintenance set by various management levels; participating in the investigation and analysis of equipment accidents and filling out reports on such accidents. (4) Assisting the workshop supervisor in organizing equipment inspection and evaluation activities, formulating and implementing corrective measures, and arranging for the elimination of equipment defects as well as any leaks or other issues. Improve the equipment condition and reduce leakage rates. (5) Prepare maintenance plans for workshop equipment and check their implementation. Responsible for providing technical plan explanations prior to maintenance, conducting quality inspections during maintenance, carrying out trial runs and acceptance checks after maintenance, as well as organizing and archiving relevant records. (6) Responsible for preparing plans regarding product accessories, materials, and the reuse of waste materials. Continuously summarize the advanced practices and existing problems in equipment management to gradually improve the level of management. (7) Responsible for the management of equipment corrosion prevention, sealing, lubrication, pressure vessels, as well as technical upgrades and innovations. (8) Responsible for the management of equipment records, technical documents, drawings, and fixed asset registers, as well as tasks related to the allocation, updating, and disposal of fixed assets. (9) Organize technical training for maintenance workers to improve their maintenance skills. (10) Do a good job in the basic tasks of equipment management, and fill in various equipment and power-related reports promptly and accurately. (5) Responsibilities of the Mechanical (Electrical) Maintenance Plant (Workshop) 1. Responsibilities of the Mechanical (Electrical) Maintenance Plant (Workshop) (1) Under the operational guidance of the Equipment and Power Department (Team), it is responsible for the maintenance of equipment throughout the plant (mine), as well as the repair and production of spare parts. (2) Strictly implement the maintenance plan, thoroughly prepare the construction organization and measures prior to maintenance, enforce various maintenance technical regulations and quality inspection and acceptance systems, carry out scientific maintenance work, ensure the quality of maintenance and parts fabrication, and complete all maintenance and fabrication tasks on schedule. (3) Ensure proper maintenance of mechanical (electrical) repair equipment, thereby continuously improving its utilization rate and condition. (4) Ensure proper safety and technical measures during maintenance work, strengthen safety and technical training, and take active actions to guarantee safe maintenance. (5) Strengthen technical documentation, maintenance quotas, and maintenance quality management; carry out proper statistics on the consumption of maintenance materials and the use of labor force, in order to continuously improve labor efficiency. Make great efforts to recycle and reuse existing materials, save maintenance supplies, and reduce repair costs. (6) Continuously adopt new technologies, new materials, and advanced processing methods, and do a good job in summarizing and promoting advanced practices. (7) Strengthen technical training and safety technology education, and work together with relevant departments to carry out regular assessments in order to improve the technical skills of machine repair personnel. 2. Responsibilities of the Power (Vapor, Electrical) Sub-factory (Workshop): (1) Under the operational guidance of the Equipment Power Department (Team), implement the relevant rules and regulations as well as technical standards for power management. Responsible for the proper supply of water, electricity, steam, air, and cooling throughout the plant (mine). Improve measurement methods, strengthen quota management to ensure safe and economical operation, and guarantee that the quality of water, electricity, steam, air, and cooling meets the standards. (2) Carry out proper maintenance and repair work on the electrical equipment and power supply lines throughout the plant (mine), conduct regular inspections, adjustments, and preventive tests on the electrical equipment to prevent accidents. (3) Strengthen the technical management of boilers and the supervision of water quality treatment to strive to improve boiler efficiency. Eliminate serious accidents and ensure safe operation. Make efforts to make good use of waste heat, utilize fuel rationally, reduce consumption quotas, and save energy. (4) Implement a planned maintenance and regular cleaning system for steam, air, cooling, water supply and drainage equipment as well as their associated pipelines. Reduce leaks, eliminate blockages, and maintain a balanced and smooth supply. (5) Take active measures to improve smoke and dust removal as well as wastewater treatment in this workshop, in order to reduce environmental pollution. (6) Strengthen the management of technical documents such as the power supply lines throughout the plant (mine), as well as the pipelines for steam, air supply, and water supply and drainage, and keep track of any changes to update the drawings promptly. (7) Strengthen technical training and safety technology education, and work together with relevant departments to carry out regular assessments in order to improve the technical skills of technical personnel and workers on the job. (8) Participate in the energy balance and testing of energy-consuming equipment and thermal piping networks, to continuously improve insulation efficiency. 3. Responsibilities of the Instrumentation Plant (Workshop) (1) Under the operational guidance of the Equipment and Power Department (or Measurement Department), it is responsible for the selection, installation, calibration, and maintenance of thermal measurement devices, automated instruments, measuring instruments, weighing equipment, signal instruments, and precision analysis instruments throughout the plant (mine). It ensures that all such instruments remain in a functional, accurate, and stable state, striving to improve the “three rates” of instrumentation in the plant (mine): availability rate, operation rate, and control rate. (2) Strictly implement the procedures for instrument maintenance and repair, strengthen the management of technical documents, and supervise the proper use of instruments. (3) Ensure proper maintenance of the equipment in this workshop. Prepare the relevant instrument maintenance plan based on the plant-wide system (unit) shutdown and maintenance schedule. (4) Prepare plans for the stockkeeping and ordering of instruments, maintenance materials, spare parts, and tools; submit requests to the relevant departments within the factory (mine) accordingly, and be responsible for procuring the parts and components for the instruments. (5) Responsible for carrying out technical upgrades to the instruments and automation processes in use, in order to continuously improve the level of automation. (6) Strengthen technical training and safety technology education, and work together with relevant departments to carry out regular assessments in order to improve the technical skills of technicians and instrument operators. (7) Participate in the technical appraisal and completion inspection of instrument project quality for new construction and renovation projects across the entire plant (mine). 4. Responsibilities of the Anti-corrosion Plant (workshops, sections, teams): (1) Under the operational supervision of the Equipment and Power Department (team), it is responsible for the manufacturing, installation, and maintenance of anti-corrosion facilities. (2) Strictly implement the anti-corrosion construction plan issued by the Equipment and Power Department; be responsible for formulating the construction technical plans, conducting quality inspections during the anti-corrosion work, organizing and archiving construction records, as well as providing feedback on relevant information. (3) Strive to adopt new technologies, materials, processes, and equipment to improve the level of mechanization and automation in construction, enhance the conditions for corrosion prevention during construction, and increase labor productivity. (4) Establish and improve various manufacturing and construction process procedures. A complete anti-corrosion technical file should be established for major equipment. (5) Strengthen quota management and quality control, and do a good job in material consumption quotas and labor quotas. Make great efforts to restore and reuse existing materials, save resources, and reduce costs. (6) Cooperate with scientific research departments to actively undertake the **assigned research and testing tasks related to corrosion prevention. (7) Be responsible for supervising the chemical processing workshop to ensure the proper use of equipment with corrosion prevention measures in place, and strictly prohibit any operations that involve overloading or violate relevant procedures. (8) Ensure proper safety and technical measures are in place during construction, organize training for employees in relevant skills and techniques, and work together with relevant departments to carry out regular assessments. 5. Responsibilities of the Civil Engineering Branch (workshops, civil engineering teams, work sections): (1) Under the operational guidance of the Equipment and Power Department (team), it is responsible for the maintenance and repair of industrial buildings, structures, equipment foundations and floors, as well as drainage systems; it also handles tasks related to seismic reinforcement and frost protection. Additionally, it participates in the assessment of industrial buildings and structures that are to be scrapped. (2) Strictly implement the civil engineering construction plan issued by the Equipment and Power Department, be responsible for formulating construction plans, checking construction quality, and organizing construction records. (3) Strive to adopt new technologies, new materials, and new processes. Corrosion prevention measures should be considered in civil construction to ensure proper performance after commissioning. (4) Establish and improve various construction procedure specifications, and prepare the necessary technical documents.
