Can a mixing tank for Class A flammable liquids be installed indoors?

Please help me. I am working on a petroleum storage project that involves a mixing tank for Class A liquids with a capacity of 4 cubic meters. The users require that this tank be installed indoors, and they also want the warehouse where these Class A liquids are stored to be built in the same building as the tank. Moreover, due to geographical constraints that result in a small plant area, the pump room for Class A oils in the oil depot also needs to be built within this structure. There are several issues: 1. Can a mixing tank for Class A liquids be installed indoors? 2. Can these three buildings of Class A be combined together – the factory building, the warehouse, and the pump room. I checked the fire safety regulations, but really couldn’t find any clear evidence. I’m not sure if this is feasible; are there any safety measures that need to be taken? It’s urgent!
