Approval for project initiation (I) Project proposal stage (not less than 30 days) 1. The university submits a project construction plan to the Capital Construction Planning Department based on the overall plan for campus expansion. 2. The Infrastructure Planning Department prepares the project proposal. 3. School leadership approves and issues the submitted documents. 4. Submit an application to the competent authority (the Ministry of Education) and wait for a response (no less than 30 days). (II) Submit a planning opinion letter to the Beijing Municipal Planning Commission simultaneously (35 days). 1. The approval period is 35 days. 2. Materials to be provided by the school. ⑴Fill out the planning opinion form. ⑵Provide the property ownership certificate issued by the housing authorities within the designated land area. ⑶Prepare a description of the construction contents and scale for the proposed project. ⑷Planned project layout diagram (land use type, building spacing, land area, height restrictions, distance from the planned boundary line, green space ratio). Note: The scale of the proposed project and the nature of the land used must be in line with the overall plan for campus expansion; otherwise, the overall plan must be revised first. II. Scheme design phase (3–4 months): Based on the approvals from the higher-level regulatory authorities and the Beijing Municipal Planning Commission, a design firm is commissioned to carry out the scheme design. The specific tasks are as follows: 1. The design institute carries out conceptual design and discusses it multiple times with the school to finalize the design plan. It generally takes 2-3 months. 2. Submit the preliminary design to the superior competent authority for approval (a period of no less than 1 month). IV. Construction drawing design phase (2–5 months) 1. (1) The Infrastructure Planning Department entrusts an engineering consulting firm to prepare the tender documents ; (2) The tender documents are submitted to various departments for discussion and revision to determine the scope of bidding for each specialty of the project. 2. Submit the tender documents to the school’s tendering and bidding leadership team for approval ; 3. The Infrastructure Planning Department modifies the tender documents in accordance with the instructions of the school’s bidding leadership team ; 4. Register with the construction market ; 5. Issue the tender documents. (III) Organizing tendering: 1. Issue the construction drawings along with the tender documents to the construction contractor ; 2. The project owner organizes the design firm and the bidding companies to hold a Q&A session regarding the tender ; 3. Prepare the Q&A document ; 4. Submit the Q&A document for registration in the construction market ; 5. Distribute the Q&A document as a supplement to the tender documents to all bidding parties ; 6. (V) Obtaining the construction project permit (15 days) 1. Signing a construction contract with the winning bidder ; 2. The construction contract shall be filed with the Beijing Municipal Commission of Construction ; 3. Filing with the Municipal Quality Supervision Station ; 4. Filing with the Municipal Bureau of Statistics ; 5. Payment for the use of clay bricks, bulk cement, and for landscaping work in the construction market ; 6. Obtain the construction project permit. (VI) Project construction preparation 1. Entry of the construction unit ; 2. The construction unit shall register with the local street office ; 3. Go through the approval procedures for temporary structures and fire safety at the construction site ; 4. The surveying and mapping institute carries out pile driving and setting out ; 5. Line inspection by the planning and supervision department ; 6. The construction unit officially began work.
