Why is a line installed from the oil collection tank at the lowest level of the vacuum tower to the bottom of the tower?

Why is a line installed from the lowest side drain tank of the vacuum tower to the lower stage reduction section? And it doesn’t require a pump; the liquid is simply led directly to the shrinking section. Why is that? Also, how is the quantity of this pipeline controlled? It is of U-tube type and enters the tower. Please explain it to me
1. It is not necessary to set this line. . . 2. The main purpose is to prevent coking and blockage in reduced-pressure residue. . . It is achieved by adding paraffin oil to the residue oil. . . :lol
A U-tube can eliminate the need for a pump. . . But of course, it can also be achieved by using the minimum side-line reflux to supply a precise amount to the tower bottom; however, this would require an additional control loop or flow orifice plate. . . :lol
So how is this amount controlled? ?
