Equipment operation procedures generally refer to the installation, commissioning, use, inspection, maintenance, repair, modification, and upgrading of equipment. In equipment management, these various tasks each play a unique role. They are interdependent, mutually restrictive, and cannot replace each other. For example, one should not focus only on repairs while neglecting maintenance. Comprehensively and systematically strengthening equipment management at all stages in accordance with the aforementioned procedures is known as the work procedure management method. 2. Equipment management at the production site involves following the aforementioned procedures to ensure proper use, inspection, maintenance, and repair of the equipment. ※Use of Equipment 1. The significance and forms of operator participation in on-site equipment management (1) Machinery and equipment are used by operators, and it is of great importance for operators to be involved in equipment management. ①When operators are involved in equipment management, it can inspire in them a sense of responsibility as owners of the machinery, fostering a positive attitude of caring for the equipment. ②By participating in equipment management, operators can become familiar with the working principles, performance, and structure of the equipment, thereby enabling them to operate and use it more effectively. ③It helps to improve the relationship between operators and dedicated maintenance staff, boosts the enthusiasm of both groups, and enables them to work together to manage, utilize, and maintain the equipment properly. (2) Forms of participation by frontline operators in equipment management. ①Multiple rules have been established for operators regarding the proper use and maintenance of equipment. For example, in enterprises in the machinery industry sector, the \"five rules\" established for operators to use and maintain equipment properly are: using the equipment only with an operation permit, and adhering to safety operating procedures ; Keep the equipment clean regularly and refuel it as specified ; Comply with the shift handover system ; Take good care of the tools and accessories to prevent them from getting lost ; If a fault is detected, stop the machine immediately for inspection; if it cannot be handled by oneself, notify the maintenance department. ②Establish and improve the post responsibility system for operators. In accordance with the requirements of the post responsibility system, a dedicated system is established for individual operations and equipment operated in single-shift mode; for equipment operated in three-shift mode or by multiple people, a captain responsibility system is implemented. Within the unit, operational positions and responsibilities are further divided to ensure that each piece of equipment has a dedicated person in charge, and everyone has specific duties. ③Establish and improve the guarantee mechanism. Appropriate methods can be adopted depending on the process characteristics of the equipment and the production conditions. There are roughly the following types: a. Dual-contract system: This involves having the operators and maintenance personnel sign dual-contract agreements, thereby bringing both groups under the same aircraft management system. The double-package contract specifies the responsibilities of both parties regarding equipment management. The responsibilities of the operator are similar to those outlined in the “Five Disciplines”. The responsibilities of maintenance personnel are generally defined as: teaching operators how to maintain the machine tools, helping them understand the performance, structure, and working principles of these machines, conducting regular inspections of their condition, completing maintenance tasks in a timely manner, and ensuring the quality of such maintenance work. b. Standalone package mechanism: Generally used on devices operated by individuals, such as metal cutting machines. c. Multi-task team mechanism: Organize personnel from several related tasks who work around the equipment to jointly be responsible for its proper management and use. Units are formed by the main equipment in industries such as chemistry and petroleum refining, along with maintenance workers, electricians, instrument technicians, pipefitters, and refinery workers who work together on the production facilities. d. Regional package mechanism: Used when production activities are spread out. Operators and maintenance personnel can be organized in pairs, either by sections or by areas, and a responsibility system can be implemented, as in the case of oil field production equipment, drilling rigs, and underground equipment in coal mines. ④Carry out competitions for “Red Flag Equipment” and “Trustworthy Equipment”. The essence of equipment competitions is a competition among people, focusing on their mental attitude and work ethic, their operational and maintenance skills, as well as their ability to cooperate with one another. Through competitions, “Red Flag Equipment” is selected, and on that basis, “Reliable Equipment” is further identified. “The standards for \"Red Flag equipment\" generally specify: good performance in completing tasks, good attendance, excellent equipment performance, and complete and intact spare parts ; The equipment meets the specified usage requirements ; Ensure proper cleaning, lubrication, tightening, adjustment, and corrosion protection of the equipment ; The equipment usage records are complete and accurate. The standards for “reliable devices” are even higher than those for “red-flag devices”. Appropriate spiritual and material rewards should be given to the operators and maintenance personnel of “Red Flag Equipment” and “Reliable Equipment” to ensure the sustainability and consolidation of competition activities. ⑤Team equipment officer. This is a equipment specialist elected by the employees within a grassroots production team, who assists the team leader and the workshop’s equipment specialist in managing all the equipment in that team. In larger teams, several members can be selected to form an equipment management group. 2. Developing and establishing advanced workstations or teams: In equipment management at production sites, developing and establishing advanced workstations or teams plays an invaluable role in motivating employees to manage and make good use of the equipment.
