Cultivating and strengthening new pillar industries in the face of the financial crisis is a practical necessity for expanding the overall economic volume and enhancing long-term development momentum; it is also an inevitable choice for the transformation and development of the industrial economy. Coal chemical industry: Led by large enterprises and groups, it focuses on five key areas of development – fertilizers, alcohols, alkynes, benzene, and oils – to create distinctive brands in the coal chemical sector. This approach aims to develop a coal chemical industry cluster in Shanxi, thereby transforming the province from one that is primarily known for its coal resources into a leader in the coal chemical industry. Two key projects will be implemented in this regard. The first is the project aimed at improving the recovery efficiency of products from coking processes, with an emphasis on developing three separate value chains: the production of methanol from coke oven gas and its further processing, the refining and further processing of crude benzene, and the processing of coal tar. The second is the projects related to the development and utilization of coalbed methane as well as coal-based synthetic oil production; plans for the development of the coalbed methane industry are formulated, with a focus on advancing coal chemical projects such as those involving civilian gas use, power generation, industrial gas applications, automotive fuel, and the synthesis of dimethyl ether from coalbed methane ； Advance the technological transformation of large fertilizer manufacturers, so as to create four fertilizer production enterprises with an annual output of one million tons each: Tianji, Fengxi, Tianze, and Lanhua ； Increase the development and promotion of advanced gasification technologies such as gray fusion gasification that are suitable for the coal characteristics in Shanxi Province. Materials industry: Encourage the development of new types of cement and wall materials using coal gangue, fly ash, and industrial waste as raw materials. Vigorously promote the development of neodymium-iron-boron materials, nanomaterials, refractory materials, kaolin-based materials, high-performance ceramics, and fiber materials. Accelerate the technological transformation and industrial upgrading of manufacturing enterprises, expand production scales, and make new progress in terms of product quality and grade, level of processing, and areas of application. In 2009, focus should be placed on large-scale new dry-process cement, high-quality float glass, and new wall materials, with efforts to advance the implementation of a number of key projects. .
