The base is planned to be built in two phases, with a total planned investment of 50 billion RMB. Phase 1 will involve an investment of around 24.5 billion RMB, and will include facilities for producing 200,000+200,000 tons per year of silicone compounds, 10,000 tons per year of vapor-phase silica, 10,000+100,000 tons per year of PC (polycarbonate), 100,000+100,000 tons per year of MDI (diphenylmethane diisocyanate), 120,000+120,000 tons per year of caustic soda, 140,000 tons per year of methionine, 350,000 tons per year of phenol propionate, 130,000 tons per year of acrylonitrile, 150,000 tons per year of bisphenol A, as well as related supporting production units. There will also be a DCC production facility, and capacity for processing 3.5 million tons per year of heavy oil with a sulfur content of 1.8 wt%. Phase 2 is a long-term development and design project (raw materials: 190,000 tons of silicon blocks, 3.5 million tons of heavy oil, 300,000 tons of industrial salt, 150,000 tons of aniline, 100,000 tons of sulfuric acid, 30 million tons of water, electricity, and industrial steam). Without careful design and integration, it will generate large amounts of pollutants such as SO2 and HCl, as well as industrial wastewater, and will result in waste of resources such as water and heat. Question: How can the production chain be designed to avoid the emission of three types of waste and achieve efficient utilization of chlorine and sulfur atoms? I am currently studying *chemical engineering design and have encountered this problem; the proposed solutions are not practical at all. It is an assignment for me, and perhaps this issue is just a minor matter for those more experienced, but I would still appreciate some guidance. The solutions only need to be theoretically feasible~~~
