Why is lime spread after the installation of buried pipes is completed?

This morning, I saw that the gas pipeline installation in the residential area was completed – the soil had been filled in, and the only remaining task was to level the ground so that tiles could be laid on it again. I noticed that the workers applied a layer of lime while using a leveling machine; I’m not sure why. Is it a requirement of the utility management department or of the civil engineering construction?
It should represent lime soil. It should be 3:7 lime soil; I guess they cut corners.
It is likely a requirement of civil engineering construction; lime and road-building materials can undergo a consolidation and hardening reaction.
