**MCA: Migrant workers are prohibited from working in high-risk industries without training

On February 13, the website of the **State Administration of Work Safety issued the \"Guiding Opinions on Further Strengthening Work Safety for Migrant Workers,\" stipulating that migrant workers must not work in high-risk industries without receiving training first. 　　This year, the **State Administration of Work Safety has identified key priorities for ensuring the safe production of migrant workers, which include four aspects: strengthening safety training for all workers with a focus on migrant workers, further enhancing occupational safety and health measures in workplaces, actively cooperating with relevant departments to encourage migrant workers to participate in work-related injury insurance, and stepping up efforts to investigate accidents in order to protect the legitimate rights and interests of migrant workers. 　　The guidelines require that relevant departments in various regions strictly enforce the mandatory pre-job safety training system for production and business units, especially those in high-risk industries such as coal mines, non-coal mines, hazardous chemicals, and fireworks manufacturing; migrant workers are not allowed to take up their posts without such training. **Enterprises that are in a position to do so are encouraged to establish technical schools or vocational training institutions, to shift from recruiting workers to enrolling students, and to strengthen the safety skill training for practitioners. 　　In areas where small coal mines, small quarries, and small chemical plants are concentrated, **it is encouraged to establish joint training centers to improve the training of migrant workers. At the same time, it supports qualified training institutions to integrate safety training for migrant workers with existing training programs for the transfer of rural labor force, as well as training related to employment and vocational skills for migrant workers, to conduct unified assessments and issue certificates separately, thereby reducing the burden on enterprises and migrant workers. 　　This year, our country will also revise the \"Procedures for Supervision and Inspection of Coal Mine Safety Training (Trial)\), incorporating safety training for migrant workers into the plans for law enforcement inspections related to work safety; those who start working without proper training or whose training does not meet the required standards will be ordered to make corrections within a specified time frame ； If the issue is not resolved by the deadline, the enterprise shall be ordered to suspend operations for rectification until it is closed in accordance with the law. At the same time, by integrating the safety training for high-risk enterprises with the annual review system for enterprise safety production licenses, it is ensured that those enterprises that fail to provide training to relevant personnel, including migrant workers, in accordance with the law shall not be approved for review or granted licenses. 　　During the accident investigation phase, this year the safety training provided to migrant workers will be included as part of the investigation criteria; those who fail to carry out their training responsibilities or assign workers to work without proper training will be held accountable in accordance with the law.
