The preliminary planning phase of a project includes project conception, situation analysis, problem identification, determination of objective factors, establishment of an objective system, optimization of that objective system, project definition, preparation of a project proposal, feasibility studies, and project decision-making. The preliminary planning of a project is its incubation phase, which has a decisive impact on the entire life cycle of the project, and even on the entire upper-level system. Therefore, project managers, especially those at the upper levels (decision-makers), should pay sufficient attention to the work carried out during this phase. The preliminary planning of a project is primarily conducted from the perspective of higher-level systems (**, local authorities, enterprises); therefore, it is necessary to carry out comprehensive and thorough research on the issues, strategies, and overall environment of these higher-level systems. During the early planning stage of a project, do not propose solutions to problems too early, especially the technical solutions for the project.
