When will the 2009 national exam for registered chemical engineers be held, and how do I register?

I graduated from a program in chemical engineering processes in July 2007. This year, I want to take the preliminary exam for becoming a registered engineer. How should I apply for it? Besides my ID card and graduation certificate, what other documents do I need to prepare? Also, my official records are not in Zhejiang; is it okay for me to take the exam in Hangzhou?
