On environmental supervision for projects

Recently, the project has been in the preparation stage for commencement. **The environmental protection department has requested that we hire an environmental supervision firm, and we have already signed a contract with one such company. I’m not sure if there are any new regulations regarding environmental supervision firms.** Is it a mandatory requirement? Please discuss: Is it local **behavior?
Is special supervision needed for environmental protection? I’m hearing about it for the first time. The project is supposed to have a supervisor appointed; could we hire a supervisor with environmental protection qualifications, thereby achieving two goals at once?

Is it similar to environmental supervision in highway construction? I’ve heard that during highway construction, owners include corresponding environmental protection measures in the supervision service contracts they sign with highway supervision agencies; in other words, they use the authority of these supervisors to effectively prevent environmental pollution during construction. There is also the concept of an environmental supervision agency, which should be one that is capable of undertaking environmental protection projects or possesses the qualifications for such projects!
