Regarding the installation of the drum safety valve

Multiple safety valves are generally installed on a steam drum. What is the relationship between these safety valves? Is it the relationship between the main valve and the auxiliary safety valves, or is it because a larger discharge area is required, and multiple valves are used since one single valve cannot meet the requirements? Our drum actually has three safety valves; one of them is set at a higher pressure level, while the other two are set at the same pressure level. One of these valves serves as a backup, and during normal operation, one high-pressure valve and one low-pressure valve are in use. It is now stipulated that at least two safety valves must be calibrated each year, one in use and one as a spare.
