Environmental Impact Announcement (First Time) for Inner Mongolia HuiNeng Coal Chemical Co., Ltd.’s Project to Produce 1.6 Billion Cubic Meters of Coal-to-Natural Gas per Year. In accordance with the relevant provisions of the Interim Measures for Public Participation in Environmental Impact Assessment, Inner Mongolia HuiNeng Coal Chemical Co., Ltd. is disclosing the following information regarding this proposed project: I. Project Overview Project Name: Inner Mongolia HuiNeng Coal Chemical Co., Ltd.’s Project to Produce 1.6 Billion Cubic Meters of Coal-to-Natural Gas per Year. Construction location: Located in Xinniao Town, Yijinhuoluo Banner, at the heart of the Shenfu-Dongsheng coalfield in Ordos City, Inner Mongolia Autonomous Region. Xinmiao Town is located on the eastern edge of Yichi County, within the coordinates of 110º08′–110º25′ east longitude and 39º18′–39º34′ north latitude. It borders Zhungeer Banner to the east, shares a border with Shenmu and Fugu counties in Shaanxi Province to the southwest, and is adjacent to Nalingtaohai Town to the north. Its elevation ranges from 1132 to 1302 meters. The site of the proposed project is located in the southeast of Xinmiao Town. The Mengnan Thermal Power Plant is 2 km to its north, while a tributary of the Beiniu River lies right next to it to the south. The Beiniu River can be seen 500 meters to the west, and mountainous terrain is present to the east. The scope of the project includes the production of 1.6 billion cubic meters of natural gas per year, along with the construction of a 50 MW double-suction condensing steam turbine generator set and 3 high-temperature, high-pressure circulating fluidized bed steam boilers to form an on-site power plant. Ash dump: Utilizes the existing ash dump at Mengnan Thermal Power Plant. Main environmental problems: ① Exhaust gases: mainly those emitted by the boilers in on-site thermal power plants ; ②Wastewater: mainly production wastewater ; ③Solid waste: mainly gasification slag, ash from on-site thermal power plants, and hazardous waste ; ④Noise: mainly equipment noise ; ⑤The ecological impacts resulting from construction projects, etc. Solutions to environmental problems: The on-site thermal power plant boilers use limestone-based desulfurization within the furnace as well as four-electrode electrostatic precipitators to reduce exhaust emissions ; Part of the wastewater is reused directly, while the rest is sent to a wastewater treatment plant where it undergoes advanced treatment before being reused as reclaimed water; a small amount of backwash water is discharged into an evaporation tank ; For areas affected by noise, corresponding measures such as sound insulation and noise reduction will be taken in accordance with **relevant regulations to mitigate the impact ; At the same time, tree planting and greening contribute to ecological restoration, etc. II. Environmental impact assessment procedures and main tasks The environmental impact assessment procedures are shown in Figure 1. The main tasks are as follows: 1. Collect relevant regional development plans, environmental function zoning plans, industrial park plans, etc., and analyze the compatibility of the proposed project with these plans ; 2. Understand the environmental protection objectives and the quality of the environment in the location of the proposed project through on-site investigations, data collection, and environmental monitoring, and identify the main environmental problems existing there ; 3. Based on engineering analysis, clean production, compliance with emission standards, and total emission control, predict and assess the environmental impact of the proposed project construction, evaluate the feasibility of the environmental protection measures to be adopted, as well as the necessity of additional pollution control measures, in order to minimize the adverse effects of the project on the surrounding environment and provide a scientific basis for production and environmental management ; 4. Through various thematic evaluations, analyze and assess the feasibility of the site selection as well as the rationality of the overall layout ; 5. Through environmental risk assessment, propose environmental risk prevention measures and emergency plans ; 6. During the environmental impact assessment process, public opinions and suggestions are widely sought, and feedback is provided on those opinions. III.
