It hopes to encourage a number of enterprises to engage in long-term innovation efforts, enabling them to meet their own developmental needs while also contributing to the progress of the entire industry. The selected companies have all gone through strict screening and expert evaluation. The Ministry of Science and Technology also stipulates clearly that enterprises should engage in research on applied basic technologies, key technologies, and common technologies for more than 5 years ; Mastering the core technologies of the industry and possessing independent intellectual property rights ; In the past 3 years, the ratio of R&D investment to annual sales revenue has generally been no less than 5% ; It has advanced scientific research conditions and facilities, etc. Our country is a large nation with scarce resources; characterized by a low oil supply, limited gas reserves, and relatively abundant coal resources, it is an inevitable trend to replace petroleum supplies with liquid fuels produced through coal liquefaction. Shanghai Yankuang Energy Technology R&D Co., Ltd. is a R&D company with independent legal status, controlled by the Yankuang Group. It is primarily engaged in research and development in the field of coal chemistry, with a focus on coal liquefaction technologies. Its activities include the development and application of efficient catalysts, the design and optimization of chemical reactors and industrial processes, as well as research and development in separation technologies. Independent research on coal-to-oil technology has been carried out for many years, with successful pilot-scale trials; the independently developed coal liquefaction and coal chemical technologies are at the leading level in China. By the end of 2003, an industrial test plant for coal-to-oil production with an annual capacity of 10,000 tons was built. It started operating successfully on its first attempt and ran continuously for nearly 8 months; its overall performance was at the international premier level and ranked first in China. Based on this technology, an industrial demonstration plant for coal indirect liquefaction to produce oil on a scale of 1 million tons is currently under active development. Shanghai Yankuang Energy Technology R&D Co., Ltd. was selected as one of the first batch of enterprises to establish **key laboratories. This will further facilitate the development of a technological innovation system centered on enterprises, driven by the market, and integrating industry, academia, and research. It will enable the development of key technologies with independent intellectual property rights, help create the company’s own core and proprietary technologies, and enhance the company’s core competitiveness. I. Background for the Establishment of the Key Laboratory for Coal Liquefaction and Coal Chemicals The 11th Five-Year Plan for National Economic and Social Development clearly states that in terms of the development of the energy industry, it is necessary to give priority to conservation, rely on domestic resources, use coal as a foundation, pursue diversified development, optimize the structure of production and consumption, and establish a stable, economical, clean, and safe energy supply system. At present, our country has become the world’s second-largest oil consumer and importer. In 2004, the net import volume of crude oil was 121.4 million tons; in 2005, the net import volume of crude oil and refined oil was 136.17 million tons. In 2006, this figure rose to 162.87 million tons. In 2007, China’s oil imports amounted to 163.175 million tons, and the country’s dependence on oil increased from 42.9% in 2005 to 47.3% in 2007. The Ministry of Commerce estimates that by 2020, China’s oil consumption will be between 450 million and 610 million tons, while domestic oil production will be 180 million tons; as a result, the country’s dependence on imported oil will reach 60%. With the further development of the national economy, the supply and demand imbalance for oil in our country will become more pronounced, and a sharp increase in oil imports will undoubtedly have an adverse impact on **’s energy security. Coal liquefaction to produce liquid fuels is the most effective and feasible way to address the shortage of liquid fuels and achieve energy diversification; coal-to-oil conversion has become an important strategic option for ensuring energy security. Against this backdrop, the **Ministry of Science and Technology approved Shanghai Yankuang Energy Technology R&D Co., Ltd. to serve as the host institution for establishing a \"Key Laboratory for Coal Liquefaction and Coal Chemicals\", aimed at carrying out research and development on common and key technologies related to coal liquefaction and coal chemicals. The focus is on the independent research and development of Fischer-Tropsch synthesis technology, in order to provide technical support for the industrial development of coal liquefaction technology in China. II. Process of Establishing the Key Laboratory for Coal Liquefaction and Coal Chemicals On October 30, 2007, the plan to establish the Key Laboratory for Coal Liquefaction and Coal Chemicals was approved following an expert evaluation conducted by the Department of High-Tech Development and Industrialization under the Ministry of Science and Technology. On November 9, 2008, the inauguration ceremony of the **Key Laboratory of Coal Liquefaction and Coal Chemical Engineering** along with an academic symposium were held in the Zhangjiang High-Tech Park in Pudong New Area, Shanghai. Researcher Sun Qiwen is a member of the expert group for the major project under the 11th Five-Year Plan’s 863 Program, namely the “Demonstration Project for Integrated Production Based on Coal Gasification.” He is primarily engaged in research and development related to coal liquefaction and coal chemical engineering technologies, and has led the development of an indirect coal liquefaction technology that possesses independent intellectual property rights in China ; At the meeting, Academician Xie Kechang was appointed as the chairman of the academic committee, while 12 renowned experts in the fields of coal liquefaction and coal chemical engineering, including Academicians Ni Weidou, Jin Yong, and Xie Heping, were appointed as members of the academic committee; appointment letters were issued to them. III. Achievements of the Key Laboratory for Coal Liquefaction and Coal Chemical Engineering The Key Laboratory for Coal Liquefaction and Coal Chemical Engineering is one of the first 36 enterprise-based key laboratories approved by the Ministry of Science and Technology. Located in the Zhangjiang High-Tech Park in Pudong New Area, Shanghai, the laboratory covers an area of approximately 5,000 square meters. Dr. Sun Qiwen, General Manager of Shanghai Yankuang Energy Technology R&D Co., Ltd., serves as the director of the laboratory. The laboratory’s academic committee consists of 12 renowned experts in coal liquefaction and coal chemical engineering from China, including Academicians Xie Kechang, Ni Weidou, Jin Yong, and Xie Heping; Academician Xie Kechang acts as the chairman of this committee. The Key Laboratory of Coal Liquefaction and Coal Chemical Engineering consists of 5 specialized laboratories focused on coal liquefaction catalyst research and development, the development of coal liquefaction processes, catalyst and process development for coal chemical engineering, fundamental theoretical research, as well as instrument and chemical analysis tasks. It also includes pilot-scale research facilities for coal liquefaction and coal chemical engineering. The laboratory is equipped with over 50 advanced experimental instruments and devices, such as ICP plasma spectrometers, X-ray diffractometers, and electron scanning microscopes. In addition, it has one set of pilot-scale units for indirect coal liquefaction using high-temperature Fischer-Tropsch synthesis with a capacity of 5,000 tons per year, and another set for indirect coal liquefaction using low-temperature Fischer-Tropsch synthesis, also with a capacity of 5,000 tons per year. The main research areas of the Key Laboratory of Coal Liquefaction and Coal Chemical Engineering are: 1. Research and development of indirect coal liquefaction technologies ; 2. Research and development of technologies for producing downstream chemical products using coal-based methanol as a raw material ; 3. Research and development and integration of co-production technologies for coal as feedstock, electricity, and chemicals. The laboratory has carried out extensive and fruitful work in the research and development of coal liquefaction and coal chemical technologies, achieving a series of results. 1. The independent research and development of low-temperature Fischer-Tropsch synthesis for the indirect liquefaction of coal was completed. A pilot plant for Fischer-Tropsch synthesis with an annual capacity of 5,000 tons, along with a catalyst production facility capable of handling 100 tons per year, was built. This pilot plant was able to operate continuously at full capacity for 4,706 hours; its technical parameters are at the leading level in China and among the advanced levels globally. The diesel produced has a cetane number of over 75, is free of sulfur and nitrogen, and has a low aromatic content, making it a high-quality, environmentally friendly fuel ; The total yield of trienes from the steam cracking of the produced naphtha exceeds 60%, making it an excellent raw material for ethylene production. An industrial demonstration plant on a million-ton scale based on this technology is currently under active development, with plans to start trial operations in 2010 ; 2. Complete the construction of a pilot-scale fixed-bed high-temperature Fischer-Tropsch synthesis plant with an annual capacity of 5,000 tons, carry out 1,883 hours of continuous, stable full-load industrial operation tests, and **obtain the basic data required for the design of large-scale industrial plants. At present, the laboratory is undertaking **5 projects under the 863 Program**, has achieved 3 scientific and technological results, filed over 30 patents, and obtained 17 authorized patents related to coal liquefaction technology – of which 14 are invention patents. These patents cover various key technologies for indirect coal liquefaction, including Fischer-Tropsch synthesis catalysts, Fischer-Tropsch synthesis reactors and their internal components, processes for Fischer-Tropsch synthesis and the reduction of such catalysts, as well as processes for processing Fischer-Tropsch synthesis products. The laboratory has currently established strong industry-university-research cooperation relationships with institutions such as Tsinghua University, Xiamen University, Tianjin University, East China University of Science and Technology, Qingdao University of Science and Technology, Sinopec Research Institute of Petroleum, Hualu Engineering Technology Co., Ltd., and Shandong Chemical Industry Research Institute. .
