The compressor does not produce sufficient volume of flow

Today we are conducting a load test. The compressor uses two-stage compression, but once the two-to-one valve is opened, there is no pressure at its outlet regardless of what happens. Could any expert explain this?
I’m not an expert, but I think it might be due to too low inlet pressure, or the gas density (molecular weight of the gas) being lower than that specified for the design. Maybe it’s set too high; let’s gradually reduce the setting and see what happens. Gradually increase the system's circulating air volume. Check whether the pressure gauge is accurate.
