Once the fire is under control, if the two pumps cannot be started within a short period of time (2 hours), it will be basically impossible to continue operating the pressure reduction system; after consulting with the headquarters, the pressure reduction system should be shut down. 7. All the heavy oil at the bottom of the atmospheric pressure tower is sent to the catalytic unit; feed to the vacuum furnace F-1002 is stopped after it is shut down. 8. Replace the sealing oil tank with regular three-line diesel as the sealing oil. 9. Stop P-1016, P-1015, P-1014, and close the relevant valves. 10. The vacuum pump in the pressure relief tower fails, causing the pressure to return to normal. Before the vacuum pump is stopped and the pressure has fully returned to normal, the manual valve that directs the gas from the top of the tower to burner F-100110# or to the atmosphere must be closed, in order to prevent air from flowing back into the tower and causing a fire or explosion. 11. The processing capacity of the atmospheric pressure section is reduced to about 60% of the plant’s full load, while operations in this section continue. 12. If the pressure relief unit is unable to resume production for a while, it is necessary to contact the main control room promptly, depending on the duration of the shutdown, to decide whether it is required to drain the heavy oil products to clean the lines. 13.
